46 AN ACT
57 relating to the establishment and duties of the human trafficking
68 prevention coordinating council.
79 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
810 SECTION 1. Subchapter B, Chapter 402, Government Code, is
911 amended by adding Section 402.034 to read as follows:
1012 Sec. 402.034. HUMAN TRAFFICKING PREVENTION COORDINATING
1113 COUNCIL. (a) In this section, "council" means the human
1214 trafficking prevention coordinating council.
1315 (b) The office of the attorney general shall establish the
1416 human trafficking prevention coordinating council to develop and
1517 implement a five-year strategic plan for preventing human
1618 trafficking in this state.
1719 (c) The council is composed of the following:
1820 (1) the governor or the governor's designee;
1921 (2) the attorney general or the attorney general's
2022 designee;
2123 (3) the commissioner of the Department of Family and
2224 Protective Services or the commissioner's designee;
2325 (4) the public safety director of the Department of
2426 Public Safety or the director's designee;
2527 (5) one representative from each of the following
2628 state agencies, appointed by the chief administrative officer of
2729 the respective agency:
2830 (A) the Texas Workforce Commission;
2931 (B) the Texas Alcoholic Beverage Commission;
3032 (C) the Parks and Wildlife Department; and
3133 (D) the Texas Department of Licensing and
3234 Regulation; and
3335 (6) one representative of any other state agency
3436 appointed by the chief administrative officer of the agency, if the
3537 human trafficking prevention task force established under Section
3638 402.035 and the council determine that a representative from the
3739 state agency is a necessary member of the council.
3840 (d) The presiding officer of the council is the attorney
3941 general or the attorney general's designee.
4042 (e) For each five-year period, the council shall:
4143 (1) develop and implement a strategic plan for
4244 preventing human trafficking in this state; and
4345 (2) submit the strategic plan to the legislature.
4446 (f) The strategic plan must include:
4547 (1) an inventory of human trafficking prevention
4648 programs and services in this state that are administered by state
4749 agencies, including institutions of higher education, and
4850 political subdivisions;
4951 (2) regarding the programs and services described by
5052 Subdivision (1):
5153 (A) a report on the number of persons served by
5254 the programs and services; and
5355 (B) a plan to coordinate the programs and
5456 services to achieve the following goals:
5557 (i) eliminate redundancy;
5658 (ii) ensure the agencies' use of best
5759 practices in preventing human trafficking; and
5860 (iii) identify and collect data regarding
5961 the efficacy of the programs and services; and
6062 (3) in relation to the goals for programs and services
6163 as described by Subdivision (2)(B), a plan to coordinate the
6264 expenditure of state funds allocated to prevent human trafficking
6365 in this state, including the expenditure of state funds by the human
6466 trafficking prevention task force established under Section
6567 402.035.
6668 (g) Not later than December 1 of each year, beginning with
6769 the year following the year the council submits a strategic plan to
6870 the legislature under Subsection (e)(2), the council shall submit
6971 to the legislature an annual report detailing the progress of the
7072 strategic plan's implementation. The annual report must include:
7173 (1) a description of the level of participation in the
7274 strategic plan by each agency represented on the council and how the
7375 implementation of the strategic plan serves to coordinate the
7476 programs and services described by Subsection (f)(1) and achieve
7577 the goals described by Subsection (f)(2)(B); and
7678 (2) an update of the inventory of programs and
7779 services described by Subsection (f)(1) and how each program or
7880 service furthers the goals of the strategic plan.
7981 (h) The office of the attorney general shall make available
8082 on the office's Internet website the strategic plan and the annual
8183 reports required under Subsection (g).
82- SECTION 2. Not later than May 1, 2020, the human
83- trafficking prevention coordinating council shall submit to the
84- legislature the five-year strategic plan required by Section
85- 402.034(e), Government Code, as added by this Act.

86+ five-year strategic plan required by Section 402.034(e),
87+ Government Code, as added by this Act.
