5	7		relating to the establishment and duties of the human trafficking
6	8		prevention coordinating council.
7	9		BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
8	10		SECTION 1. Subchapter B, Chapter 402, Government Code, is
9	11		amended by adding Section 402.034 to read as follows:
10	12		Sec. 402.034. HUMAN TRAFFICKING PREVENTION COORDINATING
11	13		COUNCIL. (a) In this section, "council" means the human
12	14		trafficking prevention coordinating council.
13	15		(b) The office of the attorney general shall establish the
14	16		human trafficking prevention coordinating council to develop and
15	17		implement a five-year strategic plan for preventing human
16	18		trafficking in this state.
17	19		(c) The council is composed of the following:
18	20		(1) the governor or the governor's designee;
19	21		(2) the attorney general or the attorney general's
20	22		designee;
21	23		(3) the commissioner of the Department of Family and
22	24		Protective Services or the commissioner's designee;
23	25		(4) the public safety director of the Department of
24	26		Public Safety or the director's designee;
25	27		(5) one representative from each of the following
26	28		state agencies, appointed by the chief administrative officer of
27	29		the respective agency:
28	30		(A) the Texas Workforce Commission;
29	31		(B) the Texas Alcoholic Beverage Commission;
30	32		(C) the Parks and Wildlife Department; and
31	33		(D) the Texas Department of Licensing and
32	34		Regulation; and
33	35		(6) one representative of any other state agency
34	36		appointed by the chief administrative officer of the agency, if the
35	37		human trafficking prevention task force established under Section
36	38		402.035 and the council determine that a representative from the
37	39		state agency is a necessary member of the council.
38	40		(d) The presiding officer of the council is the attorney
39	41		general or the attorney general's designee.
40	42		(e) For each five-year period, the council shall:
41	43		(1) develop and implement a strategic plan for
42	44		preventing human trafficking in this state; and
43	45		(2) submit the strategic plan to the legislature.
44	46		(f) The strategic plan must include:
45	47		(1) an inventory of human trafficking prevention
46	48		programs and services in this state that are administered by state
47	49		agencies, including institutions of higher education, and
48	50		political subdivisions;
49	51		(2) regarding the programs and services described by
50	52		Subdivision (1):
51	53		(A) a report on the number of persons served by
52	54		the programs and services; and
53	55		(B) a plan to coordinate the programs and
54	56		services to achieve the following goals:
55	57		(i) eliminate redundancy;
56	58		(ii) ensure the agencies' use of best
57	59		practices in preventing human trafficking; and
58	60		(iii) identify and collect data regarding
59	61		the efficacy of the programs and services; and
60	62		(3) in relation to the goals for programs and services
61	63		as described by Subdivision (2)(B), a plan to coordinate the
62	64		expenditure of state funds allocated to prevent human trafficking
63	65		in this state, including the expenditure of state funds by the human
64	66		trafficking prevention task force established under Section
65	67		402.035.
66	68		(g) Not later than December 1 of each year, beginning with
67	69		the year following the year the council submits a strategic plan to
68	70		the legislature under Subsection (e)(2), the council shall submit
69	71		to the legislature an annual report detailing the progress of the
70	72		strategic plan's implementation. The annual report must include:
71	73		(1) a description of the level of participation in the
72	74		strategic plan by each agency represented on the council and how the
73	75		implementation of the strategic plan serves to coordinate the
74	76		programs and services described by Subsection (f)(1) and achieve
75	77		the goals described by Subsection (f)(2)(B); and
76	78		(2) an update of the inventory of programs and
77	79		services described by Subsection (f)(1) and how each program or
78	80		service furthers the goals of the strategic plan.
79	81		(h) The office of the attorney general shall make available
80	82		on the office's Internet website the strategic plan and the annual
81	83		reports required under Subsection (g).
82		-	SECTION 2. Not later than May 1, 2020, the human
