 A BILL TO BE ENTITLED
 AN ACT
 relating to the regulation of equine dentistry.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 801.260, Occupations Code, is amended to
 read as follows:
 Sec. 801.260.  REQUIREMENTS TO PERFORM [LICENSE REQUIRED
 FOR] EQUINE DENTISTRY.  A person may not perform equine dentistry
 or offer or attempt to act as an equine dental provider unless the
 person is:
 (1)  a veterinarian who is active and in good standing;
 [or]
 (2)  a licensed equine dental provider who is active
 and in good standing performing under the supervision of a
 veterinarian who is active and in good standing; or
 (3)  a student of an equine dental provider
 certification program approved by the board who:
 (A)  is completing the practical requirements of
 the certification program; and
 (B)  performs equine dentistry under the direct
 supervision of a veterinarian who is active and in good standing.
 SECTION 2.  Section 801.261(a), Occupations Code, is amended
 to read as follows:
 (a)  The board shall issue an equine dental provider license
 to a person who is qualified under this section.  A person is
 qualified to be licensed as an equine dental provider if the person:
 (1)  passes a jurisprudence examination conducted by
 the board in accordance with Section 801.264;
 (2)  is not disqualified under this chapter or board
 rule; and
 (3)  is certified by a [the International Association
 of Equine Dentistry or another] board-approved certification
 entity or organization.
 SECTION 3.  (a)  Section 801.261(a), Occupations Code, as
 amended by this Act, applies only to an application for an equine
 dental provider license submitted on or after September 1, 2020.  An
 application submitted before that date is governed by the law in
 effect immediately before the effective date of this Act, and the
 former law is continued in effect for that purpose.
 (b)  The change in law made by this Act to Section
 801.261(a), Occupations Code, does not apply to the renewal of a
 license issued before September 1, 2020.
 SECTION 4.  This Act takes effect September 1, 2019.
