SENATE RESOLUTION NO. 527
WHEREAS, The Senate of the State of Texas is pleased to
recognize Jesus R. Torres, who retired as assistant chief of
police of the Laredo Police Department after 37 years of
distinguished service in law enforcement; and
WHEREAS, Jesus Torres began his career in law enforcement
in 1980 as a peace officer with the Laredo International Airport
Police Department, and he was hired by the Laredo Police
Department the following year; and
WHEREAS, Mr. Torres rose through the ranks to become a
skilled criminal investigator and a respected supervisor; he is
credited with implementing new tactics to track violent crimes,
and his success in developing partnerships with the Mexican
Consulate Office and the United States Consulate authorities in
Nuevo Laredo, Mexico, ultimately led to the prosecution of
several notorious criminals and assassin groups; he was promoted
to assistant chief of police in 2009; and
WHEREAS, A trusted public servant, Jesus Torres has been a
speaker for a number of community organizations and has promoted
public safety and awareness in areas such as domestic violence,
homelessness, mental health issues, and addiction; he is
dedicated to helping his community, and he has earned the
enduring respect of area citizens; and
WHEREAS, Throughout his career, Jesus Torres manifested
uncommon talent in managing the complex responsibilities of his
positions in law enforcement, and his presence at the Laredo
Police Department will be greatly missed; now, therefore, be it
RESOLVED, That the Senate of the State of Texas, 86th
Legislature, hereby commend former assistant police chief Jesus
R. Torres on his exceptional career and extend to him best wishes
for the future; and, be it further
RESOLVED, That a copy of this Resolution be prepared for
him as an expression of esteem from the Texas Senate.
