| 9 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 12 | | SECTION 1. Section 504.154(a), Transportation Code, is |
|---|
| 11 | 13 | | amended to read as follows: |
|---|
| 12 | 14 | | (a) The board by rule shall allow a vehicle registered under |
|---|
| 13 | 15 | | Chapter 502 [described by Subsection (b)] to be equipped with a |
|---|
| 14 | 16 | | digital license plate that is placed on the rear of the vehicle in |
|---|
| 15 | 17 | | lieu of a physical license plate issued under this chapter. The |
|---|
| 16 | 18 | | rule must require the owner of a vehicle issued a digital license |
|---|
| 17 | 19 | | plate to obtain a physical license plate to be placed on the front |
|---|
| 18 | 20 | | of the vehicle unless the vehicle is of a class of vehicles that is |
|---|
| 19 | 21 | | not required to display two license plates, as provided by other |
|---|
| 20 | 22 | | law. |

| 21 | 23 | | SECTION 2. Section 504.154(b), Transportation Code, is |
|---|
| 22 | 24 | | repealed. |
|---|
| 23 | 25 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 24 | 26 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 25 | 27 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 26 | 28 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 27 | 29 | | Act takes effect September 1, 2021. |
