The bill would require TRS to provide to a participating entity, upon request and at no cost to the participating entity, any historical claims data, enrollment information, or other relevant information in connection with a search for alternative health benefit plan coverage for the entity's employees and their dependents.The bill would provide that information must be de-identified health information and would prohibit TRS from including personally identifying information protected under HIPAA.TRS estimates it would cost $2,000 per instance to provide historical claims and enrollment data to employers participating in the ActiveCare program. It is not known how many of the 1,089 currently participating employers would request information. Therefore, the cost to the ActiveCare program cannot be determined at this time.
