5 | 11 | | relating to the evaluation of child-care providers participating in |

6 | 12 | | the Texas Rising Star Program. |
---|
7 | 13 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
---|
8 | 14 | | SECTION 1. Section 2308.3155, Government Code, is amended |
---|
9 | 15 | | by adding Subsection (d) to read as follows: |
---|
10 | 16 | | (d) The commission shall, using a competitive procurement |
---|
11 | 17 | | process that complies with all federal and state laws, select a |
---|
12 | 18 | | single entity to oversee a statewide roster of qualified assessors |
---|
13 | 19 | | to evaluate child-care providers participating in the Texas Rising |
---|
14 | 20 | | Star Program during the initial certification process and at any |
---|
15 | 21 | | other time during the provider's participation in the program. |
---|
16 | 22 | | SECTION 2. Section 2308.320, Government Code, is amended to |
---|
17 | 23 | | read as follows: |
---|
18 | 24 | | Sec. 2308.320. TECHNICAL ASSISTANCE FOR PROVIDERS. Each |
---|
19 | 25 | | board shall provide technical assistance to Texas Rising Star |
---|
20 | 26 | | Program providers and to providers seeking certification under the |
---|
21 | 27 | | Texas Rising Star Program, including providing: |
---|
22 | 28 | | (1) [a child development specialist to serve as an |
---|
23 | 29 | | evaluator of the provider during the certification process; |
---|
24 | 30 | | [(2)] a mentor or coach to a Texas Rising Star Program |
---|
25 | 31 | | provider to meet regularly with the provider and provide child care |
---|
26 | 32 | | resources to the provider, including developmentally appropriate |
---|
27 | 33 | | books, materials, and equipment; |
---|
28 | 34 | | (2) [(3)] consumer information regarding the |
---|
29 | 35 | | selection of quality child care for parents of children enrolled in |
---|
30 | 36 | | the program; and |
---|
31 | 37 | | (3) [(4)] parenting education information for parents |
---|
32 | 38 | | of children enrolled in the program, including information about |
---|
33 | 39 | | parenting classes that are available in the area or on the Internet. |
---|
34 | 40 | | SECTION 3. As soon as practicable after the effective date |
---|
35 | 41 | | of this Act, the Texas Workforce Commission shall complete the |
---|
36 | 42 | | initial competitive procurement process required under Section |
---|
37 | 43 | | 2308.3155(d), Government Code, as added by this Act, to select the |
---|
38 | 44 | | entity to oversee a statewide roster of assessors for Texas Rising |
---|
39 | 45 | | Star Program providers. |
---|
40 | 46 | | SECTION 4. This Act takes effect September 1, 2021. |
