9+ A BILL TO BE ENTITLED
410 AN ACT
511 relating to the evaluation of child-care providers participating in
612 the Texas Rising Star Program.
713 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
814 SECTION 1. Section 2308.3155, Government Code, is amended
915 by adding Subsection (d) to read as follows:
1016 (d) The commission shall, using a competitive procurement
1117 process that complies with all federal and state laws, select a
1218 single entity to oversee a statewide roster of qualified assessors
1319 to evaluate child-care providers participating in the Texas Rising
1420 Star Program during the initial certification process and at any
1521 other time during the provider's participation in the program.
1622 SECTION 2. Section 2308.320, Government Code, is amended to
1723 read as follows:
1824 Sec. 2308.320. TECHNICAL ASSISTANCE FOR PROVIDERS. Each
1925 board shall provide technical assistance to Texas Rising Star
2026 Program providers and to providers seeking certification under the
2127 Texas Rising Star Program, including providing:
2228 (1) [a child development specialist to serve as an
2329 evaluator of the provider during the certification process;
2430 [(2)] a mentor or coach to a Texas Rising Star Program
2531 provider to meet regularly with the provider and provide child care
2632 resources to the provider, including developmentally appropriate
2733 books, materials, and equipment;
2834 (2) [(3)] consumer information regarding the
2935 selection of quality child care for parents of children enrolled in
3036 the program; and
3137 (3) [(4)] parenting education information for parents
3238 of children enrolled in the program, including information about
3339 parenting classes that are available in the area or on the Internet.
3440 SECTION 3. As soon as practicable after the effective date
3541 of this Act, the Texas Workforce Commission shall complete the
3642 initial competitive procurement process required under Section
3743 2308.3155(d), Government Code, as added by this Act, to select the
3844 entity to oversee a statewide roster of assessors for Texas Rising
3945 Star Program providers.
4046 SECTION 4. This Act takes effect September 1, 2021.
