| 8 | 11 | | SECTION 1. Subchapter Z, Chapter 42, Local Government Code, |

| 9 | 12 | | is amended by adding Section 42.905 to read as follows: |

| 10 | 13 | | Sec. 42.905. RESTRICTION ON MUNICIPAL REGULATION IN CERTAIN |

| 11 | 14 | | AREAS. (a) Notwithstanding other law, a municipality may not |

| 12 | 15 | | regulate an activity or structure in an area in which the residents |
|---|
| 13 | 16 | | are ineligible or have only limited eligibility to vote in |
|---|
| 14 | 17 | | municipal elections. |

| 15 | 18 | | (b) This section does not apply to municipal regulation of |
