 A BILL TO BE ENTITLED
 AN ACT
 relating to a state of disaster declared by the governor because of
 COVID-19.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 418.014, Government Code, is amended by
 adding Subsection (f) to read as follows:
 (f)  Notwithstanding Subsection (a), the governor may not
 declare a state of disaster because of COVID-19. In this
 subsection, "COVID-19" means the coronavirus disease 2019.
 SECTION 2.  As provided by Section 418.014(c), Government
 Code, the state of disaster declared by the governor in Tex. Gov.
 Proclamation No. 41-3720, 45 Tex. Reg. 2094 (2020), as renewed, is
 terminated.
 SECTION 3.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2021.
