79 relating to a contract between a private vendor and the Texas
810 Department of Motor Vehicles for certain license plate services.
911 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1012 SECTION 1. Section 504.851(i), Transportation Code, is
1113 amended to read as follows:
1214 (i) A contract entered into by the department with a private
1315 vendor under this section:
1416 (1) must comply with any law generally applicable to a
1517 contract for services entered into by the department;
1618 (2) must require the private vendor to render at least
1719 quarterly to the department periodic accounts that accurately
1820 detail all material transactions, including information reasonably
1921 required by the department to support fees that are collected by the
2022 vendor, and to regularly remit all money payable to the department
2123 under the contract; [and]
2224 (3) may allow or require the private vendor to
2325 establish an electronic infrastructure coordinated and compatible
2426 with the department's registration system, by which motor vehicle
2527 owners may electronically send and receive applications, other
2628 documents, or required payments, and that, when secure access is
2729 necessary, can be electronically validated by the department; and
2830 (4) must allow the private vendor to establish a range
2931 of premium embossed specialty license plates to be sourced,
3032 marketed, and sold by the private vendor.
3133 SECTION 2. This Act takes effect September 1, 2021.
