8 | 8 | dyslexia and illiteracy among inmates. | |
9 | 9 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
10 | 10 | SECTION 1. (a) Not later than June 1, 2022, the Texas | |
11 | 11 | Department of Criminal Justice shall identify each inmate confined | |
12 | 12 | in a facility operated by or under contract with the department who | |
13 | 13 | has dyslexia or is illiterate. | |
14 | 14 | (b) Not later than September 1, 2022, the Texas Department | |
15 | 15 | of Criminal Justice shall prepare and submit to the governor, the | |
16 | 16 | lieutenant governor, the speaker of the house of representatives, | |
17 | 17 | and each standing committee of the legislature with primary | |
18 | 18 | jurisdiction over the department a written report that includes: | |
19 | 19 | (1) a summary of the department's findings under | |
20 | 20 | Subsection (a) of this section, including statistical information | |
21 | 21 | regarding the incidence of dyslexia and illiteracy among inmates; | |
22 | 22 | and | |
23 | 23 | (2) legislative recommendations to address the | |
24 | 24 | incidence of dyslexia and illiteracy among inmates. | |
25 | 25 | SECTION 2. This Act expires September 1, 2023. | |
26 | 26 | SECTION 3. This Act takes effect September 1, 2021. |
