55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to a report by the Texas Department of Criminal Justice on
88 dyslexia and illiteracy among inmates.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. (a) Not later than June 1, 2022, the Texas
1111 Department of Criminal Justice shall identify each inmate confined
1212 in a facility operated by or under contract with the department who
1313 has dyslexia or is illiterate.
1414 (b) Not later than September 1, 2022, the Texas Department
1515 of Criminal Justice shall prepare and submit to the governor, the
1616 lieutenant governor, the speaker of the house of representatives,
1717 and each standing committee of the legislature with primary
1818 jurisdiction over the department a written report that includes:
1919 (1) a summary of the department's findings under
2020 Subsection (a) of this section, including statistical information
2121 regarding the incidence of dyslexia and illiteracy among inmates;
2222 and
2323 (2) legislative recommendations to address the
2424 incidence of dyslexia and illiteracy among inmates.
2525 SECTION 2. This Act expires September 1, 2023.
2626 SECTION 3. This Act takes effect September 1, 2021.
