55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to a study on the impact of the use of administrative
88 segregation on inmates of the Texas Department of Criminal Justice.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. (a) In this section, "department" means the
1111 Texas Department of Criminal Justice.
1212 (b) The comptroller of public accounts, in coordination
1313 with the Health and Human Services Commission and the Department of
1414 State Health Services, shall conduct a study on the impact of the
1515 use of administrative segregation on inmates confined in facilities
1616 operated by or under contract with the department. The study must
1717 evaluate the impact of administrative segregation on an inmate's
1818 physical and mental health. The department shall provide access to
1919 facilities and records and otherwise assist the comptroller in
2020 conducting the study.
2121 (c) Not later than December 1, 2022, the comptroller shall
2222 prepare and submit a written report containing the results of the
2323 study and any legislative recommendations to:
2424 (1) the governor;
2525 (2) the lieutenant governor;
2626 (3) the speaker of the house of representatives;
2727 (4) each standing committee of the legislature having
2828 primary jurisdiction over the department;
2929 (5) the department; and
3030 (6) the Legislative Budget Board.
3131 (d) This Act expires September 1, 2023.
3232 SECTION 2. This Act takes effect September 1, 2021.
