7 | 7 | | relating to a study on the impact of the use of administrative |

8 | 8 | | segregation on inmates of the Texas Department of Criminal Justice. |

9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 10 | | SECTION 1. (a) In this section, "department" means the |
---|
11 | 11 | | Texas Department of Criminal Justice. |
---|
12 | 12 | | (b) The comptroller of public accounts, in coordination |
---|
13 | 13 | | with the Health and Human Services Commission and the Department of |
---|
14 | 14 | | State Health Services, shall conduct a study on the impact of the |
---|
15 | 15 | | use of administrative segregation on inmates confined in facilities |
---|
16 | 16 | | operated by or under contract with the department. The study must |
---|
17 | 17 | | evaluate the impact of administrative segregation on an inmate's |
---|
18 | 18 | | physical and mental health. The department shall provide access to |
---|
19 | 19 | | facilities and records and otherwise assist the comptroller in |
---|
20 | 20 | | conducting the study. |
---|
21 | 21 | | (c) Not later than December 1, 2022, the comptroller shall |
---|
22 | 22 | | prepare and submit a written report containing the results of the |
---|
23 | 23 | | study and any legislative recommendations to: |
---|
24 | 24 | | (1) the governor; |
---|
25 | 25 | | (2) the lieutenant governor; |
---|
26 | 26 | | (3) the speaker of the house of representatives; |
---|
27 | 27 | | (4) each standing committee of the legislature having |
---|
28 | 28 | | primary jurisdiction over the department; |
---|
29 | 29 | | (5) the department; and |
---|
30 | 30 | | (6) the Legislative Budget Board. |
---|
31 | 31 | | (d) This Act expires September 1, 2023. |
---|
32 | 32 | | SECTION 2. This Act takes effect September 1, 2021. |
