 A BILL TO BE ENTITLED
 AN ACT
 relating to a study on the impact of the use of administrative
 segregation on inmates of the Texas Department of Criminal Justice.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  (a) In this section, "department" means the
 Texas Department of Criminal Justice.
 (b)  The comptroller of public accounts, in coordination
 with the Health and Human Services Commission and the Department of
 State Health Services, shall conduct a study on the impact of the
 use of administrative segregation on inmates confined in facilities
 operated by or under contract with the department. The study must
 evaluate the impact of administrative segregation on an inmate's
 physical and mental health. The department shall provide access to
 facilities and records and otherwise assist the comptroller in
 conducting the study.
 (c)  Not later than December 1, 2022, the comptroller shall
 prepare and submit a written report containing the results of the
 study and any legislative recommendations to:
 (1)  the governor;
 (2)  the lieutenant governor;
 (3)  the speaker of the house of representatives;
 (4)  each standing committee of the legislature having
 primary jurisdiction over the department;
 (5)  the department; and
 (6)  the Legislative Budget Board.
 (d)  This Act expires September 1, 2023.
 SECTION 2.  This Act takes effect September 1, 2021.
