8 | 15 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

9 | 16 | | SECTION 1. Sections 33.009(a), (b), (c), (e), (h), and (i), |
---|
10 | 17 | | Education Code, are amended to read as follows: |
---|
11 | 18 | | (a) In this section, "coordinating board" ["center"] means |
---|
12 | 19 | | the Texas Higher Education Coordinating Board [Center for Teaching |
---|
13 | 20 | | and Learning at The University of Texas at Austin]. |
---|
14 | 21 | | (b) The coordinating board [center] shall develop and make |
---|
15 | 22 | | available postsecondary education and career counseling academies |
---|
16 | 23 | | for school counselors and other postsecondary advisors employed by |
---|
17 | 24 | | a school district at a middle school, junior high school, or high |
---|
18 | 25 | | school. |
---|
19 | 26 | | (c) In developing academies under this section, the |
---|
20 | 27 | | coordinating board [center] shall solicit input from the agency, |
---|
21 | 28 | | school counselors, the Texas Workforce Commission, institutions of |
---|
22 | 29 | | higher education, and business, community, and school leaders. |
---|
23 | 30 | | (e) The coordinating board [center] shall develop an online |
---|
24 | 31 | | instructional program that school districts may use in providing |
---|
25 | 32 | | the instruction in high school, college, and career preparation |
---|
26 | 33 | | required by Section 28.016. The program must be structured for use |
---|
27 | 34 | | as part of an existing course. |
---|
28 | 35 | | (h) From funds appropriated for that purpose, a school |
---|
29 | 36 | | counselor who attends the academy under this section is entitled to |
---|
30 | 37 | | receive a stipend in the amount determined by the coordinating |
---|
31 | 38 | | board [center]. If funds are available after all eligible school |
---|
32 | 39 | | counselors have received a stipend under this subsection, the |
---|
33 | 40 | | coordinating board [center] shall pay a stipend in the amount |
---|
34 | 41 | | determined by the coordinating board [center] to a teacher who |
---|
35 | 42 | | attends the academy under this section. A stipend received under |
---|
36 | 43 | | this subsection is not considered in determining whether a district |
---|
37 | 44 | | is paying the school counselor or teacher the minimum monthly |
---|
38 | 45 | | salary under Section 21.402. |
---|
39 | 46 | | (i) From available funds appropriated for purposes of this |
---|
40 | 47 | | section, the coordinating board [center] may provide to school |
---|
41 | 48 | | counselors and other educators curricula, instructional materials, |
---|
42 | 49 | | and technological tools relating to postsecondary education and |
---|
43 | 50 | | career counseling. |
---|
44 | 51 | | SECTION 2. Sections 33.009(f) and (j), Education Code, are |
---|
45 | 52 | | repealed. |
---|
46 | 53 | | SECTION 3. This Act takes effect immediately if it receives |
---|
47 | 54 | | a vote of two-thirds of all the members elected to each house, as |
---|
48 | 55 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
49 | 56 | | Act does not receive the vote necessary for immediate effect, this |
---|
50 | 57 | | Act takes effect September 1, 2021. |
