411 AN ACT
512 relating to the transfer to the Texas Higher Education Coordinating
613 Board of certain responsibilities relating to postsecondary
714 education and career counseling.
815 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
916 SECTION 1. Sections 33.009(a), (b), (c), (e), (h), and (i),
1017 Education Code, are amended to read as follows:
1118 (a) In this section, "coordinating board" ["center"] means
1219 the Texas Higher Education Coordinating Board [Center for Teaching
1320 and Learning at The University of Texas at Austin].
1421 (b) The coordinating board [center] shall develop and make
1522 available postsecondary education and career counseling academies
1623 for school counselors and other postsecondary advisors employed by
1724 a school district at a middle school, junior high school, or high
1825 school.
1926 (c) In developing academies under this section, the
2027 coordinating board [center] shall solicit input from the agency,
2128 school counselors, the Texas Workforce Commission, institutions of
2229 higher education, and business, community, and school leaders.
2330 (e) The coordinating board [center] shall develop an online
2431 instructional program that school districts may use in providing
2532 the instruction in high school, college, and career preparation
2633 required by Section 28.016. The program must be structured for use
2734 as part of an existing course.
2835 (h) From funds appropriated for that purpose, a school
2936 counselor who attends the academy under this section is entitled to
3037 receive a stipend in the amount determined by the coordinating
3138 board [center]. If funds are available after all eligible school
3239 counselors have received a stipend under this subsection, the
3340 coordinating board [center] shall pay a stipend in the amount
3441 determined by the coordinating board [center] to a teacher who
3542 attends the academy under this section. A stipend received under
3643 this subsection is not considered in determining whether a district
3744 is paying the school counselor or teacher the minimum monthly
3845 salary under Section 21.402.
3946 (i) From available funds appropriated for purposes of this
4047 section, the coordinating board [center] may provide to school
4148 counselors and other educators curricula, instructional materials,
4249 and technological tools relating to postsecondary education and
4350 career counseling.
4451 SECTION 2. Sections 33.009(f) and (j), Education Code, are
4552 repealed.
4653 SECTION 3. This Act takes effect immediately if it receives
4754 a vote of two-thirds of all the members elected to each house, as
4855 provided by Section 39, Article III, Texas Constitution. If this
4956 Act does not receive the vote necessary for immediate effect, this
5057 Act takes effect September 1, 2021.
