7 | 7 | | relating to the creation of a task force to improve the reliability |
---|
8 | 8 | | of electric service in this state. |
---|
9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
---|
10 | 10 | | SECTION 1. (a) The Texas Grid Task Force is established to |
---|
11 | 11 | | evaluate the regulation of the provision of electric services in |
---|
12 | 12 | | this state in the manner provided by this Act. |
---|
13 | 13 | | (b) The governor shall appoint the members of the Texas Grid |
---|
14 | 14 | | Task Force. The membership must include: |
---|
15 | 15 | | (1) the Texas state climatologist; |
---|
16 | 16 | | (2) a person to represent the Railroad Commission of |
---|
17 | 17 | | Texas; |
---|
18 | 18 | | (3) a person to represent the independent organization |
---|
19 | 19 | | certified under Section 39.151, Utilities Code, for the ERCOT power |
---|
20 | 20 | | region; |
---|
21 | 21 | | (4) a person to represent the Public Utility |
---|
22 | 22 | | Commission of Texas; |
---|
23 | 23 | | (5) a person to represent the Energy Systems |
---|
24 | 24 | | Laboratory of the Texas A&M Engineering Experiment Station; |
---|
25 | 25 | | (6) a member of the house state affairs committee; |
---|
26 | 26 | | (7) a member of the senate state affairs committee; |
---|
27 | 27 | | (8) a member of the house energy resources committee; |
---|
28 | 28 | | (9) a member of the senate natural resources and |
---|
29 | 29 | | economic development committee; and |
---|
30 | 30 | | (10) a person to represent the electric energy |
---|
31 | 31 | | industry. |
---|
32 | 32 | | (c) The Texas Grid Task Force shall examine information |
---|
33 | 33 | | included in and recommendations made in previous reports issued by |
---|
34 | 34 | | the independent organization certified under Section 39.151, |
---|
35 | 35 | | Utilities Code, for the ERCOT power region, the Sunset Advisory |
---|
36 | 36 | | Commission, the Public Utility Commission of Texas, the Federal |
---|
37 | 37 | | Energy Regulatory Commission, and the North American Electric |
---|
38 | 38 | | Reliability Corporation about improving the reliability of |
---|
39 | 39 | | electric service in this state, including: |
---|
40 | 40 | | (1) winterization of generation assets and |
---|
41 | 41 | | transmission and distribution facilities; |
---|
42 | 42 | | (2) electric energy storage capacities; |
---|
43 | 43 | | (3) how the relative reliability of generation sources |
---|
44 | 44 | | affects the calculation of the ERCOT power region reserve margin; |
---|
45 | 45 | | and |
---|
46 | 46 | | (4) the implementation of rolling blackouts and the |
---|
47 | 47 | | related designation of critical infrastructure. |
---|
48 | 48 | | (d) Not later than January 1, 2022, the Texas Grid Task |
---|
49 | 49 | | Force shall submit to the Public Utility Commission of Texas and to |
---|
50 | 50 | | the legislature recommended changes to statutes and rules to |
---|
51 | 51 | | improve the reliability of electric service in this state. |
---|
52 | 52 | | (e) Not later than April 1, 2022, the Public Utility |
---|
53 | 53 | | Commission of Texas shall initiate a rulemaking proceeding if |
---|
54 | 54 | | necessary to implement the recommendations of the Texas Grid Task |
---|
55 | 55 | | Force. |
---|
56 | 56 | | SECTION 2. This Act takes effect September 1, 2021. |
---|
