55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the creation of a task force to improve the reliability
88 of electric service in this state.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. (a) The Texas Grid Task Force is established to
1111 evaluate the regulation of the provision of electric services in
1212 this state in the manner provided by this Act.
1313 (b) The governor shall appoint the members of the Texas Grid
1414 Task Force. The membership must include:
1515 (1) the Texas state climatologist;
1616 (2) a person to represent the Railroad Commission of
1717 Texas;
1818 (3) a person to represent the independent organization
1919 certified under Section 39.151, Utilities Code, for the ERCOT power
2020 region;
2121 (4) a person to represent the Public Utility
2222 Commission of Texas;
2323 (5) a person to represent the Energy Systems
2424 Laboratory of the Texas A&M Engineering Experiment Station;
2525 (6) a member of the house state affairs committee;
2626 (7) a member of the senate state affairs committee;
2727 (8) a member of the house energy resources committee;
2828 (9) a member of the senate natural resources and
2929 economic development committee; and
3030 (10) a person to represent the electric energy
3131 industry.
3232 (c) The Texas Grid Task Force shall examine information
3333 included in and recommendations made in previous reports issued by
3434 the independent organization certified under Section 39.151,
3535 Utilities Code, for the ERCOT power region, the Sunset Advisory
3636 Commission, the Public Utility Commission of Texas, the Federal
3737 Energy Regulatory Commission, and the North American Electric
3838 Reliability Corporation about improving the reliability of
3939 electric service in this state, including:
4040 (1) winterization of generation assets and
4141 transmission and distribution facilities;
4242 (2) electric energy storage capacities;
4343 (3) how the relative reliability of generation sources
4444 affects the calculation of the ERCOT power region reserve margin;
4545 and
4646 (4) the implementation of rolling blackouts and the
4747 related designation of critical infrastructure.
4848 (d) Not later than January 1, 2022, the Texas Grid Task
4949 Force shall submit to the Public Utility Commission of Texas and to
5050 the legislature recommended changes to statutes and rules to
5151 improve the reliability of electric service in this state.
5252 (e) Not later than April 1, 2022, the Public Utility
5353 Commission of Texas shall initiate a rulemaking proceeding if
5454 necessary to implement the recommendations of the Texas Grid Task
5555 Force.
5656 SECTION 2. This Act takes effect September 1, 2021.
