 A BILL TO BE ENTITLED
 AN ACT
 relating to the creation of a task force to improve the reliability
 of electric service in this state.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  (a) The Texas Grid Task Force is established to
 evaluate the regulation of the provision of electric services in
 this state in the manner provided by this Act.
 (b)  The governor shall appoint the members of the Texas Grid
 Task Force. The membership must include:
 (1)  the Texas state climatologist;
 (2)  a person to represent the Railroad Commission of
 Texas;
 (3)  a person to represent the independent organization
 certified under Section 39.151, Utilities Code, for the ERCOT power
 region;
 (4)  a person to represent the Public Utility
 Commission of Texas;
 (5)  a person to represent the Energy Systems
 Laboratory of the Texas A&M Engineering Experiment Station;
 (6)  a member of the house state affairs committee;
 (7)  a member of the senate state affairs committee;
 (8)  a member of the house energy resources committee;
 (9)  a member of the senate natural resources and
 economic development committee; and
 (10)  a person to represent the electric energy
 industry.
 (c)  The Texas Grid Task Force shall examine information
 included in and recommendations made in previous reports issued by
 the independent organization certified under Section 39.151,
 Utilities Code, for the ERCOT power region, the Sunset Advisory
 Commission, the Public Utility Commission of Texas, the Federal
 Energy Regulatory Commission, and the North American Electric
 Reliability Corporation about improving the reliability of
 electric service in this state, including:
 (1)  winterization of generation assets and
 transmission and distribution facilities;
 (2)  electric energy storage capacities;
 (3)  how the relative reliability of generation sources
 affects the calculation of the ERCOT power region reserve margin;
 and
 (4)  the implementation of rolling blackouts and the
 related designation of critical infrastructure.
 (d)  Not later than January 1, 2022, the Texas Grid Task
 Force shall submit to the Public Utility Commission of Texas and to
 the legislature recommended changes to statutes and rules to
 improve the reliability of electric service in this state.
 (e)  Not later than April 1, 2022, the Public Utility
 Commission of Texas shall initiate a rulemaking proceeding if
 necessary to implement the recommendations of the Texas Grid Task
 Force.
 SECTION 2.  This Act takes effect September 1, 2021.
