Specifically, Windham does not have the same authority as other school districts  to submit complaints to the State Board for Educator Certification for purposes of imposing sanctions against a teacher whose resignation does not comply with state law. In addition, Windham is the only school district where teacher and administrator evaluations are subject to release under the state public information law. H.B. 3457 seeks to address these issues by extending the applicability of certain laws to the Windham School District.   H.B. 3457 amends current law relating to the applicability of certain laws to the Windham School District and teachers or administrators of the district.   RULEMAKING AUTHORITY   This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.   SECTION BY SECTION ANALYSIS   SECTION 1. Amends Section 19.009, Education Code, by adding Subsection (c-1), as follows:   (c-1) Provides that Sections 21.210 (Resignation Under Term Contract) and 21.355 (Confidentiality) apply to the Windham School District and a teacher or administrator employed by the district in the same manner as those sections apply to any other school district and a teacher or administrator employed by those school districts.   SECTION 2. Effective date: upon passage or September 1, 2021.
