4	13		AN ACT
5	14		relating to the designation of portions of the state highway system
6	15		as memorial highways for certain deceased peace officers.
7	16		BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
8	17		SECTION 1. Subchapter B, Chapter 225, Transportation Code,
9	18		is amended by adding Sections 225.190, 225.191, 225.192, 225.193,
10	19		225.194, 225.195, 225.196, 225.197, 225.198, 225.199, and 225.200
11	20		to read as follows:
12	21		Sec. 225.190. TROOPER CHAD M. WALKER MEMORIAL HIGHWAY. (a)
13	22		The portion of State Highway 164 in Limestone County between its
14	23		intersection with Farm-to-Market Road 1953 and its intersection
15	24		with County Road 789 is designated as the Trooper Chad M. Walker
16	25		Memorial Highway. The designation is in addition to any other
17	26		designation.
18	27		(b) Subject to Section 225.021(c), the department shall:
19	28		(1) design and construct markers indicating the
20	29		designation as the Trooper Chad M. Walker Memorial Highway and any
21	30		other appropriate information; and
22	31		(2) erect a marker at each end of the highway and at
23	32		appropriate intermediate sites along the highway.
24	33		Sec. 225.191. TROOPER MOISES SANCHEZ MEMORIAL HIGHWAY. (a)
25	34		The portion of Interstate Highway 69C in Hidalgo County between its
26	35		intersection with Farm-to-Market Road 1925 and its intersection
27	36		with Trenton Road is designated as the Trooper Moises Sanchez
28	37		Memorial Highway. The designation is in addition to any other
29	38		designation.
30	39		(b) Subject to Section 225.021(c), the department shall:
31	40		(1) design and construct markers indicating the
32	41		designation as the Trooper Moises Sanchez Memorial Highway and any
33	42		other appropriate information; and
34	43		(2) erect a marker at each end of the highway and at
35	44		appropriate intermediate sites along the highway.
36	45		Sec. 225.192. TROOPER TROY HOGUE MEMORIAL HIGHWAY. (a) The
37	46		portion of Interstate Highway 20 in Howard County between mile
38	47		marker 173 and mile marker 190 is designated as the Trooper Troy
39	48		Hogue Memorial Highway. The designation is in addition to any other
40	49		designation.
41	50		(b) Subject to Section 225.021(c), the department shall:
42	51		(1) design and construct markers indicating the
43	52		designation as the Trooper Troy Hogue Memorial Highway and any
44	53		other appropriate information; and
45	54		(2) erect a marker at each end of the highway and at
46	55		appropriate intermediate sites along the highway.
47	56		Sec. 225.193. CORPORAL WILLIE DALE TAYLOR MEMORIAL HIGHWAY.
48	57		(a) The portion of Interstate Highway 10 in Crockett County between
49	58		mile marker 363 and mile marker 368 is designated as the Corporal
50	59		Willie Dale Taylor Memorial Highway. The designation is in
51	60		addition to any other designation.
52	61		(b) Subject to Section 225.021(c), the department shall:
53	62		(1) design and construct markers indicating the
54	63		designation as the Corporal Willie Dale Taylor Memorial Highway and
55	64		any other appropriate information; and
56	65		(2) erect a marker at each end of the highway and at
57	66		appropriate intermediate sites along the highway.
58	67		Sec. 225.194. TROOPER JAVIER ARANA JR. MEMORIAL HIGHWAY.
59	68		(a) The portion of State Highway Loop 375 in El Paso County between
60	69		mile marker 41 and mile marker 44 is designated as the Trooper
61	70		Javier Arana Jr. Memorial Highway. The designation is in addition
62	71		to any other designation.
63	72		(b) Subject to Section 225.021(c), the department shall:
64	73		(1) design and construct markers indicating the
65	74		designation as the Trooper Javier Arana Jr. Memorial Highway and
66	75		any other appropriate information; and
67	76		(2) erect a marker at each end of the highway and at
68	77		appropriate intermediate sites along the highway.
69	78		Sec. 225.195. SERGEANT WILLIAM KUHNLE JR. AND TROOPER RALPH
70	79		G. ZERDA MEMORIAL HIGHWAY. (a) The portion of United States
71	80		Highway 90 in Bexar County between its intersection with State
72	81		Highway 211 and its intersection with Montgomery Road is designated
73	82		as the Sergeant William Kuhnle Jr. and Trooper Ralph G. Zerda
74	83		Memorial Highway. The designation is in addition to any other
75	84		designation.
76	85		(b) Subject to Section 225.021(c), the department shall:
77	86		(1) design and construct markers indicating the
78	87		designation as the Sergeant William Kuhnle Jr. and Trooper Ralph G.
79	88		Zerda Memorial Highway and any other appropriate information; and
80	89		(2) erect a marker at each end of the highway and at
81	90		appropriate intermediate sites along the highway.
82	91		Sec. 225.196. TROOPER RICHARD DALE COTTLE MEMORIAL HIGHWAY.
83	92		(a) The portion of Interstate Highway 35 in McLennan County between
84	93		mile marker 341 and mile marker 351 is designated as the Trooper
85	94		Richard Dale Cottle Memorial Highway. The designation is in
86	95		addition to any other designation.
87	96		(b) Subject to Section 225.021(c), the department shall:
88	97		(1) design and construct markers indicating the
89	98		designation as the Trooper Richard Dale Cottle Memorial Highway and
90	99		any other appropriate information; and
91	100		(2) erect a marker at each end of the highway and at
92	101		appropriate intermediate sites along the highway.
93	102		Sec. 225.197. TROOPER TIMOTHY WADE MCDERMOTT MEMORIAL
94	103		HIGHWAY. (a) The portion of United States Highway 80 in Gregg and
95	104		Harrison Counties between its intersection with United States
96	105		Highway 259 and its intersection with State Loop 281 is designated
97	106		as the Trooper Timothy Wade McDermott Memorial Highway. The
98	107		designation is in addition to any other designation.
99	108		(b) Subject to Section 225.021(c), the department shall:
100	109		(1) design and construct markers indicating the
101	110		designation as the Trooper Timothy Wade McDermott Memorial Highway
102	111		and any other appropriate information; and
103	112		(2) erect a marker at each end of the highway and at
104	113		appropriate intermediate sites along the highway.
105	114		Sec. 225.198. TROOPER MARK JEFFREY PHEBUS MEMORIAL HIGHWAY.
106	115		(a) The portion of Farm-to-Market Road 1774 in Montgomery County
107	116		between its intersection with Misty Meadow Drive and its
108	117		intersection with Hunters Road is designated as the Trooper Mark
109	118		Jeffrey Phebus Memorial Highway. The designation is in addition to
110	119		any other designation.
111	120		(b) Subject to Section 225.021(c), the department shall:
112	121		(1) design and construct markers indicating the
113	122		designation as the Trooper Mark Jeffrey Phebus Memorial Highway and
114	123		any other appropriate information; and
115	124		(2) erect a marker at each end of the highway and at
116	125		appropriate intermediate sites along the highway.
117	126		Sec. 225.199. TROOPER DAVID IRVINE RUCKER MEMORIAL HIGHWAY.
118	127		(a) The portion of State Highway 100 in Cameron County between its
119	128		intersection with Farm-to-Market Road 523 and its intersection with
120	129		Farm-to-Market Road 3069 is designated as the Trooper David Irvine
121	130		Rucker Memorial Highway. The designation is in addition to any
122	131		other designation.
123	132		(b) Subject to Section 225.021(c), the department shall:
124	133		(1) design and construct markers indicating the
125	134		designation as the Trooper David Irvine Rucker Memorial Highway and
126	135		any other appropriate information; and
127	136		(2) erect a marker at each end of the highway and at
128	137		appropriate intermediate sites along the highway.
129	138		Sec. 225.200. TROOPER DANIEL HIGDON MEMORIAL HIGHWAY. (a)
130	139		The portion of Interstate Highway 20 in Smith County between mile
131	140		marker 571 and mile marker 575 is designated as the Trooper Daniel
132	141		Higdon Memorial Highway. The designation is in addition to any
133	142		other designation.
134	143		(b) Subject to Section 225.021(c), the department shall:
135	144		(1) design and construct markers indicating the
136	145		designation as the Trooper Daniel Higdon Memorial Highway and any
137	146		other appropriate information; and
138	147		(2) erect a marker at each end of the highway and at
139	148		appropriate intermediate sites along the highway.
140	149		SECTION 2. This Act takes effect September 1, 2021.
