                    LEGISLATIVE BUDGET BOARD     Austin, Texas       FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION             April 8, 2021       TO: Honorable Craig Goldman, Chair, House Committee on Energy Resources     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: HB3539 by Zwiener (Relating to requirements for onsite power generation.), As Introduced     No significant fiscal implication to the State is anticipated. The bill would amend the Natural Resources Code to require the Railroad Commission to require underground hydrocarbon storage facilities to maintain onsite power generation necessary to pump gas from the facility for a minimum of 12 hours. Based on information provided by the Railroad Commission, it is assumed that the duties and responsibilities associated with implementing the provisions of the bill could be accomplished utilizing existing resources.
