 A BILL TO BE ENTITLED
 AN ACT
 relating to the display of emergency and other notices by a
 governmental entity on the entity's Internet website.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  (a) This section takes effect only if the Act of
 the 87th Legislature, Regular Session, 2021, relating to
 nonsubstantive additions to and corrections in enacted codes
 becomes law.
 (b)  Subchapter E, Chapter 2051, Government Code, as added by
 Chapter 1029 (H.B. 305), Acts of the 86th Legislature, Regular
 Session, 2019, is redesignated as Subchapter F, Chapter 2051,
 Government Code, and amended by adding Section 2051.203 to read as
 follows:
 Sec. 2051.203.  REQUIRED POSTING OF NOTICE. (a) In this
 section "governmental entity" has the meaning assigned by Section
 2051.041.
 (b)  A governmental entity shall post in a prominent location
 on the home page of the entity's Internet website:
 (1)  each emergency notification issued by the entity;
 and
 (2)  any other official notice issued by the entity,
 including notices regarding the entity's ability or inability to
 provide services the entity normally provides to the public.
 SECTION 2.  (a) This section takes effect only if the Act of
 the 87th Legislature, Regular Session, 2021, relating to
 nonsubstantive additions to and corrections in enacted codes does
 not become law.
 (b)  Subchapter E, Chapter 2051, Government Code, as added by
 Chapter 1029 (H.B. 305), Acts of the 86th Legislature, Regular
 Session, 2019, is amended by adding Section 2051.153 to read as
 follows:
 Sec. 2051.153.  REQUIRED POSTING OF NOTICE. (a) In this
 section "governmental entity" has the meaning assigned by Section
 2051.041.
 (b)  A governmental entity shall post in a prominent location
 on the home page of the entity's Internet website:
 (1)  each emergency notification issued by the entity;
 and
 (2)  any other official notice issued by the entity,
 including notices regarding the entity's ability or inability to
 provide services the entity normally provides to the public.
 SECTION 3.  (a) This section takes effect only if the Act of
 the 87th Legislature, Regular Session, 2021, relating to
 nonsubstantive additions to and corrections in enacted codes
 becomes law.
 (b)  Section 2051.151, Government Code, as added by Chapter
 1029 (H.B. 305), Acts of the 86th Legislature, Regular Session,
 2019, is redesignated as Section 2051.201, Government Code, and
 amended to read as follows:
 Sec. 2051.201  [2051.151]. APPLICABILITY OF SUBCHAPTER.
 Except as provided by Sections 2051.202(b) and 2051.203 [Section
 2051.152(b)], this subchapter applies only to a political
 subdivision with the authority to impose a tax that at any time on
 or after January 1, 2019, maintained a publicly accessible Internet
 website.
 SECTION 4.  (a) This section takes effect only if the Act of
 the 87th Legislature, Regular Session, 2021, relating to
 nonsubstantive additions to and corrections in enacted codes does
 not become law.
 (b)  Section 2051.151, Government Code, as added by Chapter
 1029 (H.B. 305), Acts of the 86th Legislature, Regular Session,
 2019, is amended to read as follows:
 Sec. 2051.151.  APPLICABILITY OF SUBCHAPTER. Except as
 provided by Sections [Section] 2051.152(b) and 2051.153, this
 subchapter applies only to a political subdivision with the
 authority to impose a tax that at any time on or after January 1,
 2019, maintained a publicly accessible Internet website.
 SECTION 5.  This Act takes effect September 1, 2021.
