 A BILL TO BE ENTITLED
 AN ACT
 relating to Medicaid managed care accreditation.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 533.0031, Government Code, is amended by
 adding Subsection (c) to read as follows:
 (c)  The Commission may not award a managed care organization
 a contract to provide services under the state's Medicaid Managed
 Care Program unless that managed care organization has been
 accredited or has initiated the process of becoming accredited by a
 nationally recognized accrediting organization that:
 (1)  is required by no fewer than ten state Medicaid
 programs as a sole accreditor;
 (2)  distinguishes managed care organizations for the
 integration of long-term services and supports; and
 (3)  distinguishes managed care organizations for
 their ability to provide culturally and linguistically sensitive
 services, and work to reduce health care disparities.
 SECTION 2.  Changes made by this Act apply only to a contract
 awarded by the Health and Human Services Commission on or after the
 effective date of this Act.
 SECTION 3.  This Act takes effect immediately if it receives
 a vote of two-thirds of all members elected to each house, as
 provided by Section 39, Article III, Texas Constitution. If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2021.
