 A BILL TO BE ENTITLED
 AN ACT
 relating to prohibiting interference with the practice of
 veterinary medicine.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Subchapter H, Chapter 801, Occupations Code, is
 amended by adding Section 801.3525 to read as follows:
 Sec. 801.3525.  PROHIBITION AGAINST INTERFERENCE WITH
 PRACTICE OF VETERINARY MEDICINE. (a) A veterinarian and the
 practice of veterinary medicine by the veterinarian are subject
 only to applicable federal law and regulations and applicable state
 law, including rules adopted by the board, that govern the practice
 of veterinary medicine.
 (b)  Unless expressly authorized by state law, the governing
 body of a municipality may not adopt or enforce any ordinance, rule,
 or regulation that prohibits a veterinarian from performing a
 medical procedure on an animal that is not prohibited by this
 chapter or other state law.
 (c)  A municipal ordinance, rule, or regulation that
 violates this section is void and unenforceable.
 SECTION 2.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2021.
