| 8 | 8 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 9 | 9 | SECTION 1. Section 33.005(a), Election Code, is amended to | |
| 10 | 10 | read as follows: | |
| 11 | 11 | (a) In an election on a measure, watchers may be appointed | |
| 12 | 12 | by: | |
| 13 | 13 | (1) the campaign treasurer or an assistant campaign | |
| 14 | 14 | treasurer of a specific-purpose political committee that supports | |
| 15 | 15 | or opposes the measure; or | |
| 16 | 16 | (2) a county or state party chair. | |
| 17 | 17 | SECTION 2. Section 33.006, Election Code, is amended by | |
| 18 | 18 | adding Subsection (d) to read as follows: | |
| 19 | 19 | (d) A certificate of appointment may be completed | |
| 20 | 20 | electronically, including the signature of the appointing | |
| 21 | 21 | authority. | |
| 22 | 22 | SECTION 3. This Act takes effect September 1, 2021. |
