7 | 7 | | relating to planning for equity of access to and safety and |
---|
8 | 8 | | diversity of transportation systems. |
---|
9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
---|
10 | 10 | | SECTION 1. Sections 201.601(a), (a-1), and (c), |
---|
11 | 11 | | Transportation Code, are amended to read as follows: |
---|
12 | 12 | | (a) The department shall develop a statewide transportation |
---|
13 | 13 | | plan covering a period of 24 years that contains safe options for |
---|
14 | 14 | | all modes of transportation, including: |
---|
15 | 15 | | (1) walking, by pedestrians of all ages and abilities; |
---|
16 | 16 | | (2) bicycling; |
---|
17 | 17 | | (3) highways and turnpikes; |
---|
18 | 18 | | (4) [(2)] aviation; |
---|
19 | 19 | | (5) [(3)] mass transportation; |
---|
20 | 20 | | (6) [(4)] railroads and high-speed railroads; and |
---|
21 | 21 | | (7) [(5)] water traffic. |
---|
22 | 22 | | (a-1) The plan must: |
---|
23 | 23 | | (1) contain specific and clearly defined |
---|
24 | 24 | | transportation system strategies, long-term transportation goals |
---|
25 | 25 | | for the state and measurable targets for each goal, and other |
---|
26 | 26 | | related performance measures; |
---|
27 | 27 | | (2) identify priority corridors, projects, or areas of |
---|
28 | 28 | | the state that are of particular concern to the department in |
---|
29 | 29 | | meeting the goals established under Subdivision (1); [and] |
---|
30 | 30 | | (3) contain a participation plan specifying methods |
---|
31 | 31 | | for obtaining formal input on the goals and priorities identified |
---|
32 | 32 | | under this subsection from: |
---|
33 | 33 | | (A) other state agencies; |
---|
34 | 34 | | (B) political subdivisions; |
---|
35 | 35 | | (C) local transportation entities; and |
---|
36 | 36 | | (D) the general public; |
---|
37 | 37 | | (4) use methodologies to plan for equitable access to |
---|
38 | 38 | | transportation systems by all area residents; and |
---|
39 | 39 | | (5) consider alternative design and investment |
---|
40 | 40 | | options, alternative growth forecasts, and robust alternative |
---|
41 | 41 | | travel demand models that will ensure equity among the area's |
---|
42 | 42 | | residents. |
---|
43 | 43 | | (c) The plan must include a component that is not |
---|
44 | 44 | | financially constrained and identifies transportation improvements |
---|
45 | 45 | | designed to relieve congestion, end traffic deaths, and increase |
---|
46 | 46 | | safe and fast transportation access by all modes of |
---|
47 | 47 | | transportation. In developing this component of the plan, the |
---|
48 | 48 | | department shall seek opinions and assistance from officials who |
---|
49 | 49 | | have local responsibility for modes of transportation listed in |
---|
50 | 50 | | Subsection (a). |
---|
51 | 51 | | SECTION 2. Section 201.620, Transportation Code, is amended |
---|
52 | 52 | | to read as follows: |
---|
53 | 53 | | Sec. 201.620. COORDINATION WITH METROPOLITAN PLANNING |
---|
54 | 54 | | ORGANIZATIONS TO DEVELOP LONG-TERM PLANNING ASSUMPTIONS. (a) The |
---|
55 | 55 | | department shall collaborate with metropolitan planning |
---|
56 | 56 | | organizations to develop mutually acceptable assumptions for the |
---|
57 | 57 | | purposes of long-range federal and state funding forecasts and use |
---|
58 | 58 | | those assumptions to guide long-term planning in the statewide |
---|
59 | 59 | | transportation plan under Section 201.601. |
---|
60 | 60 | | (b) The assumptions under Subsection (a) must be developed: |
---|
61 | 61 | | (1) through a public process; |
---|
62 | 62 | | (2) using methodologies to plan for equitable access |
---|
63 | 63 | | to transportation systems by all area residents; and |
---|
64 | 64 | | (3) using a range of reasonable alternative future |
---|
65 | 65 | | population and job growth scenarios and travel demand models. |
---|
66 | 66 | | SECTION 3. This Act takes effect September 1, 2021. |
