However, in light of the newly created County Court at Law No. 2 of Rockwall County, there have been calls to update this language to provide for the inclusion of the judge of this court on the board and also to avoid the need to make future updates to the law should additional county courts at law be created in the county. H.B. 4568 seeks to address this issue by revising the composition of the Rockwall County Juvenile Board with respect to judges of these courts. CRIMINAL JUSTICE IMPACT It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.
