55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the training requirements for commissioned security
88 officers.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 1702.1675, Occupations Code, is amended
1111 by amending Subsection (a) and adding Subsection (a-1) to read as
1212 follows:
1313 (a) The commission shall establish a basic training course
1414 for commissioned security officers. The course must include, at a
1515 minimum:
1616 (1) general security officer training issues;
1717 (2) classroom instruction on handgun proficiency;
1818 [and]
1919 (3) range instruction on handgun proficiency;
2020 (4) instruction on cardiopulmonary resuscitation; and
2121 (5) instruction on the use of a Taser device as
2222 described by Subsection (a-1).
2323 (a-1) The commission shall establish a training course for
2424 commissioned security officers regarding the use of a device
2525 intended, designed, made, or adapted to incapacitate a person by
2626 inflicting an electrical charge through the emission of a
2727 projectile or conductive stream. The course must include
2828 instruction on:
2929 (1) the safe use of the device; and
3030 (2) applicable state laws.
3131 SECTION 2. Section 1702.1675, Occupations Code, as amended
3232 by this Act, applies only to a basic training course that begins on
3333 or after January 1, 2022. A basic training course that begins
3434 before January 1, 2022, is governed by the law in effect immediately
3535 before the effective date of this Act, and the former law is
3636 continued in effect for that purpose.
3737 SECTION 3. Not later than January 1, 2022, the Public Safety
3838 Commission shall update the basic training course for commissioned
3939 security officers to comply with Section 1702.1675, Occupations
4040 Code, as amended by this Act.
4141 SECTION 4. This Act takes effect September 1, 2021.
