| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 1702.1675, Occupations Code, is amended |
|---|
| 11 | 11 | | by amending Subsection (a) and adding Subsection (a-1) to read as |
|---|
| 12 | 12 | | follows: |
|---|
| 13 | 13 | | (a) The commission shall establish a basic training course |
|---|
| 14 | 14 | | for commissioned security officers. The course must include, at a |
|---|
| 15 | 15 | | minimum: |
|---|
| 16 | 16 | | (1) general security officer training issues; |
|---|
| 17 | 17 | | (2) classroom instruction on handgun proficiency; |
|---|
| 18 | 18 | | [and] |
|---|
| 19 | 19 | | (3) range instruction on handgun proficiency; |
|---|
| 20 | 20 | | (4) instruction on cardiopulmonary resuscitation; and |
|---|
| 21 | 21 | | (5) instruction on the use of a Taser device as |
|---|
| 22 | 22 | | described by Subsection (a-1). |
|---|
| 23 | 23 | | (a-1) The commission shall establish a training course for |
|---|
| 24 | 24 | | commissioned security officers regarding the use of a device |
|---|
| 25 | 25 | | intended, designed, made, or adapted to incapacitate a person by |
|---|
| 26 | 26 | | inflicting an electrical charge through the emission of a |
|---|
| 27 | 27 | | projectile or conductive stream. The course must include |
|---|
| 28 | 28 | | instruction on: |
|---|
| 29 | 29 | | (1) the safe use of the device; and |
|---|
| 30 | 30 | | (2) applicable state laws. |
|---|
| 31 | 31 | | SECTION 2. Section 1702.1675, Occupations Code, as amended |
|---|
| 32 | 32 | | by this Act, applies only to a basic training course that begins on |
|---|
| 33 | 33 | | or after January 1, 2022. A basic training course that begins |
|---|
| 34 | 34 | | before January 1, 2022, is governed by the law in effect immediately |
|---|
| 35 | 35 | | before the effective date of this Act, and the former law is |
|---|
| 36 | 36 | | continued in effect for that purpose. |

| 37 | 37 | | SECTION 3. Not later than January 1, 2022, the Public Safety |
|---|
| 38 | 38 | | Commission shall update the basic training course for commissioned |
|---|
| 39 | 39 | | security officers to comply with Section 1702.1675, Occupations |
|---|
| 40 | 40 | | Code, as amended by this Act. |
|---|
| 41 | 41 | | SECTION 4. This Act takes effect September 1, 2021. |
