 A BILL TO BE ENTITLED
 AN ACT
 relating to the training requirements for commissioned security
 officers.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 1702.1675, Occupations Code, is amended
 by amending Subsection (a) and adding Subsection (a-1) to read as
 follows:
 (a)  The commission shall establish a basic training course
 for commissioned security officers. The course must include, at a
 minimum:
 (1)  general security officer training issues;
 (2)  classroom instruction on handgun proficiency;
 [and]
 (3)  range instruction on handgun proficiency;
 (4)  instruction on cardiopulmonary resuscitation; and
 (5)  instruction on the use of a Taser device as
 described by Subsection (a-1).
 (a-1)  The commission shall establish a training course for
 commissioned security officers regarding the use of a device
 intended, designed, made, or adapted to incapacitate a person by
 inflicting an electrical charge through the emission of a
 projectile or conductive stream. The course must include
 instruction on:
 (1)  the safe use of the device; and
 (2)  applicable state laws.
 SECTION 2.  Section 1702.1675, Occupations Code, as amended
 by this Act, applies only to a basic training course that begins on
 or after January 1, 2022. A basic training course that begins
 before January 1, 2022, is governed by the law in effect immediately
 before the effective date of this Act, and the former law is
 continued in effect for that purpose.
 SECTION 3.  Not later than January 1, 2022, the Public Safety
 Commission shall update the basic training course for commissioned
 security officers to comply with Section 1702.1675, Occupations
 Code, as amended by this Act.
 SECTION 4.  This Act takes effect September 1, 2021.
