| 10 | 12 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 13 | | SECTION 1. This Act shall be known as the Julia Wells Act. |

| 12 | 14 | | SECTION 2. Subchapter C, Chapter 1001, Education Code, is |
|---|
| 13 | 15 | | amended by adding Section 1001.1021 to read as follows: |

| 14 | 16 | | Sec. 1001.1021. HUMAN TRAFFICKING PREVENTION INFORMATION. |
|---|
| 15 | 17 | | (a) The commission by rule shall require that information relating |
|---|
| 16 | 18 | | to human trafficking prevention be included in the curriculum of |
|---|
| 17 | 19 | | any driver education course or driving safety course. |
|---|
| 18 | 20 | | (b) In developing rules under this section, the commission |
|---|
| 19 | 21 | | shall consult with the human trafficking prevention coordinating |
|---|
| 20 | 22 | | council established under Section 402.034, Government Code. |
|---|
| 21 | 23 | | SECTION 3. (a) Not later than May 1, 2022, the Texas |
|---|
| 22 | 24 | | Commission of Licensing and Regulation shall adopt the rules |
|---|
| 23 | 25 | | required by Section 1001.1021, Education Code, as added by this |
|---|
| 24 | 26 | | Act. |
|---|
| 25 | 27 | | (b) Each driver education course or driving safety course |
|---|
| 26 | 28 | | held on or after September 1, 2022, must include in the course |
|---|
| 27 | 29 | | curriculum the information required by Section 1001.1021, |
|---|
| 28 | 30 | | Education Code, as added by this Act. |
|---|
| 29 | 31 | | SECTION 4. This Act takes effect September 1, 2021. |
