12+ A BILL TO BE ENTITLED
413 AN ACT
514 relating to the use of individual graduation committees for certain
615 high school students.
716 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
817 SECTION 1. Section 28.0258, Education Code, is amended by
918 adding Subsections (a-1) and (h-1) to read as follows:
1019 (a-1) Notwithstanding Subsection (a), this section applies
1120 to any student in grade 12 during the 2020-2021 school year
1221 regardless of whether the student meets the criteria described by
13- Subsection (a). This subsection expires September 1, 2022.
22+ Subsection (a). The commissioner may by rule apply this section to
23+ students in grade 12 during the 2021-2022 school year in the same
24+ manner under this subsection, if the commissioner determines the
25+ application of this section to those students is appropriate. This
26+ subsection expires September 1, 2022.
1427 (h-1) Notwithstanding Subsection (h), in determining
1528 whether a student described by Subsection (a-1) is qualified to
1629 graduate, an individual graduation committee is not required to
1730 consider criteria under Subsection (h) relating to the student's
1831 performance on an end-of-course assessment instrument administered
1932 under Section 39.023. This subsection expires September 1, 2022.
2033 SECTION 2. This Act takes effect immediately if it receives
2134 a vote of two-thirds of all the members elected to each house, as
2235 provided by Section 39, Article III, Texas Constitution. If this
2336 Act does not receive the vote necessary for immediate effect, this
2437 Act takes effect September 1, 2021.
