4	9		HOUSE CONCURRENT RESOLUTION
5	10		WHEREAS, The increasing military capabilities of other
6	11		nations pose a growing threat to the United States, and in response,
7	12		the U.S. military is undertaking critical modernization efforts
8	13		across all branches; and
9	14		WHEREAS, The U.S. Army has adopted a modernization plan
10	15		encompassing six mutually supporting priorities, among them the
11	16		Future Vertical Lift program; the FVL initiative is a research and
12	17		development effort to provide the next generation of rotorcraft
13	18		technology to the armed forces, improving maneuverability, range,
14	19		speed, payload, survivability, and reliability while reducing
15	20		logistical footprint; and
16	21		WHEREAS, Key components of FVL include the Future Long-Range
17	22		Assault Aircraft and Future Attack Reconnaissance Aircraft; FARA is
18	23		designed to defeat defensive layers by providing much-needed aerial
19	24		reconnaissance capabilities, while FLRAA will exploit opened areas
20	25		to achieve air assault, air medical, and medium utility missions;
21	26		and
22	27		WHEREAS, FVL will enable the Army National Guard, including
23	28		the Texas National Guard, to expand its mission as an operational
24	29		strategic reserve; and
25	30		WHEREAS, Army Futures Command, headquartered in Austin,
26	31		focuses on modernization and speeding up the acquisition of
27	32		platforms and technology, including FVL; Texas is both a center of
28	33		the nation's aerospace and aviation industry and home to active
29	34		military bases representing all branches of the military; moreover,
30	35		numerous defense contractors and suppliers located in the Lone Star
31	36		State play a role in strengthening military readiness; and
32	37		WHEREAS, FVL is vital to the military's ability to compete in
33	38		the ever-evolving threat environment, and this important program
34	39		will also promote continued growth and innovation in the aerospace
35	40		and defense sectors in Texas and the nation; now, therefore, be it
36	41		RESOLVED, That the 87th Legislature of the State of Texas
37	42		hereby express its support for the Future Vertical Lift program,
38	43		including FLRAA and FARA, as part of U.S. Army modernization; and,
39	44		be it further
40	45		RESOLVED, That the 87th Legislature of the State of Texas
41	46		hereby express support for full funding of the U.S. Army's Future
42	47		Vertical Lift program, including the Future Long-Range Assault
43	48		Aircraft and Future Attack Reconnaissance Aircraft; and, be it
44	49		further
45	50		RESOLVED, That the Texas secretary of state forward official
46	51		copies of this resolution to the members of the Texas delegation to
47	52		Congress as an expression of the sentiment of the Texas
48	53		Legislature.
