49 HOUSE CONCURRENT RESOLUTION
510 WHEREAS, The increasing military capabilities of other
611 nations pose a growing threat to the United States, and in response,
712 the U.S. military is undertaking critical modernization efforts
813 across all branches; and
914 WHEREAS, The U.S. Army has adopted a modernization plan
1015 encompassing six mutually supporting priorities, among them the
1116 Future Vertical Lift program; the FVL initiative is a research and
1217 development effort to provide the next generation of rotorcraft
1318 technology to the armed forces, improving maneuverability, range,
1419 speed, payload, survivability, and reliability while reducing
1520 logistical footprint; and
1621 WHEREAS, Key components of FVL include the Future Long-Range
1722 Assault Aircraft and Future Attack Reconnaissance Aircraft; FARA is
1823 designed to defeat defensive layers by providing much-needed aerial
1924 reconnaissance capabilities, while FLRAA will exploit opened areas
2025 to achieve air assault, air medical, and medium utility missions;
2126 and
2227 WHEREAS, FVL will enable the Army National Guard, including
2328 the Texas National Guard, to expand its mission as an operational
2429 strategic reserve; and
2530 WHEREAS, Army Futures Command, headquartered in Austin,
2631 focuses on modernization and speeding up the acquisition of
2732 platforms and technology, including FVL; Texas is both a center of
2833 the nation's aerospace and aviation industry and home to active
2934 military bases representing all branches of the military; moreover,
3035 numerous defense contractors and suppliers located in the Lone Star
3136 State play a role in strengthening military readiness; and
3237 WHEREAS, FVL is vital to the military's ability to compete in
3338 the ever-evolving threat environment, and this important program
3439 will also promote continued growth and innovation in the aerospace
3540 and defense sectors in Texas and the nation; now, therefore, be it
3641 RESOLVED, That the 87th Legislature of the State of Texas
3742 hereby express its support for the Future Vertical Lift program,
3843 including FLRAA and FARA, as part of U.S. Army modernization; and,
3944 be it further
4045 RESOLVED, That the 87th Legislature of the State of Texas
4146 hereby express support for full funding of the U.S. Army's Future
4247 Vertical Lift program, including the Future Long-Range Assault
4348 Aircraft and Future Attack Reconnaissance Aircraft; and, be it
4449 further
4550 RESOLVED, That the Texas secretary of state forward official
4651 copies of this resolution to the members of the Texas delegation to
4752 Congress as an expression of the sentiment of the Texas
4853 Legislature.
