7 | 7 | | infrastructure resiliency fund to assist in the financing of |
---|
8 | 8 | | certain infrastructure projects. |

9 | 9 | | BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 10 | | SECTION 1. Article III, Texas Constitution, is amended by |
---|
11 | 11 | | adding Section 49-d-15 to read as follows: |
---|
12 | 12 | | Sec. 49-d-15. (a) The water infrastructure resiliency fund |
---|
13 | 13 | | is created as a special fund in the state treasury outside the |
---|
14 | 14 | | general revenue fund. |
---|
15 | 15 | | (b) As provided by general law, money in the water |
---|
16 | 16 | | infrastructure resiliency fund may be administered and used, |
---|
17 | 17 | | without further appropriation, by the Texas Water Development Board |
---|
18 | 18 | | or that board's successor in function to provide financing for |
---|
19 | 19 | | weatherizing and hardening water and wastewater systems |
---|
20 | 20 | | (c) Separate accounts may be established in the water |
---|
21 | 21 | | infrastructure resiliency fund as necessary to administer the fund |
---|
22 | 22 | | or authorized projects. |
---|
23 | 23 | | SECTION 2. Article III, Texas Constitution, is amended by |
---|
24 | 24 | | adding Section 49-q to read as follows: |
---|
25 | 25 | | Sec. 49-q. (a) The critical infrastructure resiliency fund |
---|
26 | 26 | | is created as a special fund in the state treasury outside the |
---|
27 | 27 | | general revenue fund. |
---|
28 | 28 | | (b) As provided by general law, money in the critical |
---|
29 | 29 | | infrastructure resiliency fund may be administered and used, |
---|
30 | 30 | | without further appropriation, by the Texas Division of Emergency |
---|
31 | 31 | | Management or that division's successor in function to provide |
---|
32 | 32 | | financing for: |
---|
33 | 33 | | (1) localized improvements to the electric grid; |
---|
34 | 34 | | (2) improvements at and between buildings to create |
---|
35 | 35 | | micro-grids; |
---|
36 | 36 | | (2) hardening lines of emergency communication; and |
---|
37 | 37 | | (3) purchasing reserve power supply such as onsite |
---|
38 | 38 | | generation and energy storage systems necessary to sustain: |
---|
39 | 39 | | (A) emergency communications; and |
---|
40 | 40 | | (B) critical medical care. |
---|
41 | 41 | | (c) Separate accounts may be established in the critical |
---|
42 | 42 | | infrastructure resiliency fund as necessary to administer the fund |
---|
43 | 43 | | or authorized projects. |
---|
44 | 44 | | SECTION 3. This proposed constitutional amendment shall be |
---|
45 | 45 | | submitted to the voters at an election to be held November 2, 2021. |
---|
46 | 46 | | The ballot shall be printed to permit voting for or against the |
---|
47 | 47 | | proposition: "The constitutional amendment providing for the |
---|
48 | 48 | | creation of the modern infrastructure fund to assist in the |
---|
49 | 49 | | financing of modern electric, transportation, and communications |
---|
50 | 50 | | infrastructure projects." |
