 A JOINT RESOLUTION
 proposing a constitutional amendment providing for the creation of
 the water infrastructure resiliency fund and the critical
 infrastructure resiliency fund to assist in the financing of
 certain infrastructure projects.
 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Article III, Texas Constitution, is amended by
 adding Section 49-d-15 to read as follows:
 Sec. 49-d-15.  (a)  The water infrastructure resiliency fund
 is created as a special fund in the state treasury outside the
 general revenue fund.
 (b)  As provided by general law, money in the water
 infrastructure resiliency fund may be administered and used,
 without further appropriation, by the Texas Water Development Board
 or that board's successor in function to provide financing for
 weatherizing and hardening water and wastewater systems
 (c)  Separate accounts may be established in the water
 infrastructure resiliency fund as necessary to administer the fund
 or authorized projects.
 SECTION 2.  Article III, Texas Constitution, is amended by
 adding Section 49-q to read as follows:
 Sec. 49-q.  (a)  The critical infrastructure resiliency fund
 is created as a special fund in the state treasury outside the
 general revenue fund.
 (b)  As provided by general law, money in the critical
 infrastructure resiliency fund may be administered and used,
 without further appropriation, by the Texas Division of Emergency
 Management or that division's successor in function to provide
 financing for:
 (1)  localized improvements to the electric grid;
 (2)  improvements at and between buildings to create
 micro-grids;
 (2)  hardening lines of emergency communication; and
 (3)  purchasing reserve power supply such as onsite
 generation and energy storage systems necessary to sustain:
 (A)  emergency communications; and
 (B)  critical medical care.
 (c)  Separate accounts may be established in the critical
 infrastructure resiliency fund as necessary to administer the fund
 or authorized projects.
 SECTION 3.  This proposed constitutional amendment shall be
 submitted to the voters at an election to be held November 2, 2021.
 The ballot shall be printed to permit voting for or against the
 proposition: "The constitutional amendment providing for the
 creation of the modern infrastructure fund to assist in the
 financing of modern electric, transportation, and communications
 infrastructure projects."
