 A JOINT RESOLUTION
 proposing a constitutional amendment protecting an individual's
 right to earn a living free from unnecessary governmental
 interference.
 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Article I, Texas Constitution, is amended by
 adding Section 35 to read as follows:
 Sec. 35.  (a)  An individual has the right to engage in a
 lawful occupation or profession free from unnecessary regulation.
 (b)  This state or a political subdivision of this state may
 not enact or enforce a regulation that imposes a substantial burden
 on an individual's right to engage in a lawful occupation or
 profession unless the regulation is necessary and narrowly tailored
 to protect against actual and specific harm to the public's health
 and safety.
 SECTION 2.  This proposed constitutional amendment shall be
 submitted to the voters at an election to be held on November 2,
 2021. The ballot shall be printed to permit voting for or against
 the proposition: "The constitutional amendment protecting an
 individual's right to earn a living free from unnecessary
 governmental interference."
