 A JOINT RESOLUTION
 proposing a constitutional amendment to dedicate net state lottery
 revenue to support educational programs that benefit classroom
 teaching in public schools and to prohibit advertisements and
 promotions that state or imply lottery ticket sales revenue will
 financially assist public schools.
 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 47, Article III, Texas Constitution, is
 amended by amending Subsection (e) and adding Subsection (f) to
 read as follows:
 (e)  The Legislature by general law may authorize the State
 to operate lotteries and may authorize the State to enter into a
 contract with one or more legal entities that will operate
 lotteries on behalf of the State. All money received by the State
 from the operation of lotteries, other than amounts paid for
 administrative costs, lottery prizes, and unclaimed lottery
 prizes, is dedicated to and may be expended only for the enrichment
 of educational programs in the State's public primary and secondary
 schools that directly benefit classroom teaching, including
 teacher compensation and the acquisition of educational materials
 and services.
 (f)  The State, a state agency or political subdivision of
 the state, a legal entity contracting to operate lotteries
 authorized by Subsection (e) of this section, or a holder of a
 license issued by the State related to the operation of a lottery
 authorized by that subsection may not sponsor an advertisement or
 promotion that encourages or attempts to influence a person to
 purchase a lottery ticket by stating or implying the revenue
 generated from the ticket sale will financially assist the State's
 public primary or secondary schools.
 SECTION 2.  This proposed constitutional amendment shall be
 submitted to the voters at an election to be held November 2, 2021.
 The ballot shall be printed to permit voting for or against the
 proposition: "The constitutional amendment to dedicate net state
 lottery revenue to support educational programs that benefit
 classroom teaching in public schools and to prohibit advertisements
 and promotions that state or imply lottery ticket sales revenue
 will financially assist public schools."
