5	5	R E S O L U T I O N
6	6	WHEREAS, President Joe Biden and Vice President Kamala Harris
7	7	marked their 100th day in office on April 29, 2021, and this
8	8	occasion provides a fitting opportunity to recognize their
9	9	accomplishments; and
10	10	WHEREAS, On January 20, 2021, President Biden and Vice
11	11	President Harris took office in the midst of the COVID-19 pandemic;
12	12	in response to the crisis, their administration formulated and
13	13	obtained legislative approval of the American Rescue Plan, which
14	14	has funded a national vaccination program that has already
15	15	delivered more than 220 million vaccine doses to the public and
16	16	reduced senior deaths from COVID-19 by 80 percent; the plan has
17	17	addressed the economic impact of the pandemic as well, providing
18	18	individuals in need with a range of assistance, including stimulus
19	19	checks that will benefit 85 percent of U.S. households, a reduction
20	20	in health care premiums under the Affordable Care Act, and measures
21	21	that seek to alleviate child poverty; and
22	22	WHEREAS, The strong emphasis the administration has placed on
23	23	the economy has already shown positive results; more than 1.3
24	24	million new jobs have been created since President Biden and Vice
25	25	President Harris took office, a record-setting number when compared
26	26	to the first 100 days of any other administration; moreover, the
27	27	president and vice president have advocated for a number of
28	28	initiatives to further support American workers and strengthen the
29	29	business sector, such as raising the minimum wage, protecting the
30	30	right to unionize, ensuring equal pay for women, reforming
31	31	corporate taxes, and standing up to unfair trade practices around
32	32	the globe; they have also developed the American Jobs Plan, which is
33	33	focused on creating additional employment by funding public
34	34	infrastructure improvements and facilitating technological and
35	35	medical research; and
36	36	WHEREAS, Another key legislative proposal put forth in the
37	37	opening months of the administration is the American Families Plan,
38	38	which aims to improve access to education, child care, and health
39	39	care while extending tax credits for those raising children; in
40	40	addition, President Biden and Vice President Harris have worked to
41	41	address numerous other pressing issues affecting the nation,
42	42	including climate change, voting rights, inequality, immigration,
43	43	and gun violence; and
44	44	WHEREAS, Over the course of 100 days, Joe Biden and Kamala
45	45	Harris have made a meaningful difference in the lives of their
46	46	fellow Americans, and their accomplishments have built a solid
47	47	foundation for further progress in the years ahead; now, therefore,
48	48	be it
49	49	RESOLVED, That the House of Representatives of the 87th Texas
50	50	Legislature hereby honor President Joe Biden and Vice President
51	51	Kamala Harris for their achievements during their first 100 days in
52	52	office and extend to them sincere best wishes for the future; and,
53	53	be it further
54	54	RESOLVED, That an official copy of this resolution be
55	55	prepared for President Biden and Vice President Harris as an
56	56	expression of high regard by the Texas House of Representatives.
