| 9 | 9 | | WHEREAS, In carrying out the responsibilities of his office, |

| 10 | 10 | | Mr. Reyes is joining with the other members of the city council to |

| 11 | 11 | | address the urgent issues facing the community, and their work will |

| 12 | 12 | | have a lasting influence on the daily lives of their fellow |

| 14 | 14 | | WHEREAS, The effective operation of government depends on the |
