| 9 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 9 | | SECTION 1. Section 16.0332, Election Code, is amended by |
|---|
| 11 | 10 | | amending Subsection (a) and adding Subsections (a-1), (d), and (e) |
|---|
| 12 | 11 | | to read as follows: |
|---|
| 13 | 12 | | (a) After the registrar receives notification [a list] |
|---|
| 14 | 13 | | under Subsection (a-1) of this section, Section 18.068 of this |
|---|
| 15 | 14 | | code, or Section 62.113, Government Code, of persons excused or |
|---|
| 16 | 15 | | disqualified from jury service because of citizenship status or |
|---|
| 17 | 16 | | notification of persons who have indicated a lack of citizenship |
|---|
| 18 | 17 | | status in connection with a motor vehicle or Department of Public |
|---|
| 19 | 18 | | Safety record, the registrar shall deliver to each registered voter |
|---|
| 20 | 19 | | whose name appears on the list a written notice requiring the voter |
|---|
| 21 | 20 | | to submit to the registrar proof of United States citizenship in the |
|---|
| 22 | 21 | | form of a certified copy of the voter's birth certificate, United |
|---|
| 23 | 22 | | States passport, or certificate of naturalization or any other form |
|---|
| 24 | 23 | | prescribed by the secretary of state. The notice shall be delivered |
|---|
| 25 | 24 | | by forwardable mail to the mailing address on the voter's |
|---|
| 26 | 25 | | registration application and to any new address of the voter known |
|---|
| 27 | 26 | | to the registrar. |
|---|
| 28 | 27 | | (a-1) The secretary of state shall enter into an agreement |
|---|
| 29 | 28 | | with the Department of Public Safety under which information in the |
|---|
| 30 | 29 | | statewide computerized voter registration list is compared against |
|---|
| 31 | 30 | | information in the database of the Department of Public Safety on a |
|---|
| 32 | 31 | | monthly basis to verify the accuracy of citizenship status |
|---|
| 33 | 32 | | information provided on voter registration applications. The |
|---|
| 34 | 33 | | information compared must include, at a minimum, a voter's: |
|---|
| 35 | 34 | | (1) full legal name; |
|---|
| 36 | 35 | | (2) former name, if applicable; |
|---|
| 37 | 36 | | (3) date of birth; |
|---|
| 38 | 37 | | (4) residence address; |
|---|
| 39 | 38 | | (5) driver's license or state identification card |
|---|
| 40 | 39 | | number; |
|---|
| 41 | 40 | | (6) social security number; |
|---|
| 42 | 41 | | (7) documentation of lawful presence in this state; |
|---|
| 43 | 42 | | and |
|---|
| 44 | 43 | | (8) citizenship status. |
|---|
| 45 | 44 | | (d) The secretary of state shall prescribe rules for the |
|---|
| 46 | 45 | | administration of this section. |
|---|
| 47 | 46 | | (e) Not later than December 31 of each year, the secretary |
|---|
| 48 | 47 | | of state shall provide a report to the legislature of the number of |
|---|
| 49 | 48 | | voter registrations canceled under this section during the calendar |
|---|
| 50 | 49 | | year. |
|---|
| 51 | 50 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 52 | 51 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 53 | 52 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 54 | 53 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 55 | 54 | | Act takes effect September 1, 2021. |
