| 8 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 11 | | SECTION 1. Section 73.102(b), Education Code, is amended to |
|---|
| 10 | 12 | | read as follows: |
|---|
| 11 | 13 | | (b) If the Texas Higher Education Coordinating Board |
|---|
| 12 | 14 | | determines that the role and mission of the institution should be |
|---|
| 13 | 15 | | changed to include degree-granting authority, the board of regents |
|---|
| 14 | 16 | | may: |
|---|
| 15 | 17 | | (1) prescribe courses and conduct allied health |
|---|
| 16 | 18 | | professional degree programs related to the purposes of the |
|---|
| 17 | 19 | | institution described by Subsection (a); and |
|---|
| 18 | 20 | | (2) jointly prescribe courses and jointly conduct |
|---|
| 19 | 21 | | graduate programs at the master's and doctoral levels related to |
|---|
| 20 | 22 | | those purposes with: |
|---|
| 21 | 23 | | (A) The University of Texas Health Science Center |
|---|
| 22 | 24 | | at Houston Graduate School of Biomedical Sciences; and |
|---|
| 23 | 25 | | (B) The University of Texas Health Science Center |
|---|
| 24 | 26 | | at Houston, with respect to graduate programs separately |
|---|
| 25 | 27 | | established at the health science center and related to the broad |
|---|
| 26 | 28 | | fields encompassed in population and public health. |
|---|
| 27 | 29 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 28 | 30 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 29 | 31 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 30 | 32 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 31 | 33 | | Act takes effect September 1, 2021. |
