7 | 9 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
8 | 10 | SECTION 1. Section 2054.003, Government Code, is amended by | |
9 | 11 | adding Subdivision (2-a) to read as follows: | |
10 | 12 | (2-a) "Business case" means a comparison of business | |
11 | 13 | solution costs and project benefits based on a solution assessment | |
12 | 14 | and validation for a major information resources project, which may | |
13 | 15 | include: | |
14 | 16 | (A) alternative financing models, such as system | |
15 | 17 | as a service; and | |
16 | 18 | (B) a readiness score of the project using an | |
17 | 19 | evidence-based scoring method delivered by an independent third | |
18 | 20 | party that includes measurement and corrective actions for the | |
19 | 21 | state agency's operational and technical strengths and weaknesses | |
20 | 22 | related to the project. | |
21 | 23 | SECTION 2. This Act takes effect September 1, 2021. | |
