 A BILL TO BE ENTITLED
 AN ACT
 relating to the composition of the Public Utility Commission of
 Texas.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 12.051(a), Utilities Code, is amended to
 read as follows:
 (a)  The commission is composed of five [three]
 commissioners appointed by the governor with the advice and consent
 of the senate, with:
 (1)  three commissioners of the political party whose
 candidate for governor received the most votes in the most recent
 gubernatorial election; and
 (2)  two commissioners of the political party whose
 candidate for governor received the second most votes in the most
 recent gubernatorial election.
 SECTION 2.  The governor shall promptly appoint two
 commissioners to the Public Utility Commission of Texas in
 accordance with Section 12.051, Utilities Code, as amended by this
 Act. The governor shall designate one commissioner to a term that
 expires September 1, 2025, and one commissioner to a term that
 expires September 1, 2027.
 SECTION 3.  This Act takes effect September 1, 2021.
