| 9 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 9 | | SECTION 1. Section 305.005(f), Government Code, is amended |
|---|
| 11 | 10 | | to read as follows: |
|---|
| 12 | 11 | | (f) The registration must be written and verified and must |
|---|
| 13 | 12 | | contain: |
|---|
| 14 | 13 | | (1) the registrant's full name and address; |
|---|
| 15 | 14 | | (2) the registrant's normal business, business phone |
|---|
| 16 | 15 | | number, and business address; |
|---|
| 17 | 16 | | (3) the full name and address of each person: |
|---|
| 18 | 17 | | (A) who reimburses, retains, or employs the |
|---|
| 19 | 18 | | registrant to communicate directly with a member of the legislative |
|---|
| 20 | 19 | | or executive branch to influence legislation or administrative |
|---|
| 21 | 20 | | action; and |
|---|
| 22 | 21 | | (B) on whose behalf the registrant has |
|---|
| 23 | 22 | | communicated directly with a member of the legislative or executive |
|---|
| 24 | 23 | | branch to influence legislation or administrative action; |
|---|
| 25 | 24 | | (4) the subject matter of the legislation or of the |
|---|
| 26 | 25 | | administrative action that is the subject of the registrant's |
|---|
| 27 | 26 | | direct communication with a member of the legislative or executive |
|---|
| 28 | 27 | | branch and, if applicable, the docket number or other |
|---|
| 29 | 28 | | administrative designation of the administrative action; |
|---|
| 30 | 29 | | (5) for each person employed or retained by the |
|---|
| 31 | 30 | | registrant for the purpose of assisting in direct communication |
|---|
| 32 | 31 | | with a member of the legislative or executive branch to influence |
|---|
| 33 | 32 | | legislation or administrative action: |
|---|
| 34 | 33 | | (A) the full name, business address, and |
|---|
| 35 | 34 | | occupation of the person; and |
|---|
| 36 | 35 | | (B) the subject matter of the legislation or of |
|---|
| 37 | 36 | | the administrative action to which the person's activities |
|---|
| 38 | 37 | | reportable under this section were related and, if applicable, the |
|---|
| 39 | 38 | | docket number or other administrative designation of the |
|---|
| 40 | 39 | | administrative action; [and] |
|---|
| 41 | 40 | | (6) the amount of compensation or reimbursement paid |
|---|
| 42 | 41 | | by each person who reimburses, retains, or employs the registrant |
|---|
| 43 | 42 | | for the purpose of communicating directly with a member of the |
|---|
| 44 | 43 | | legislative or executive branch or on whose behalf the registrant |
|---|
| 45 | 44 | | communicates directly with a member of the legislative or executive |
|---|
| 46 | 45 | | branch; |
|---|
| 47 | 46 | | (7) a certificate evidencing completion of a sexual |
|---|
| 48 | 47 | | harassment prevention training course in the previous two years, as |
|---|
| 49 | 48 | | required by Section 305.0052; and |
|---|
| 50 | 49 | | (8) a certificate evidencing completion of an ethics |
|---|
| 51 | 50 | | training course in the previous two years, as required by Section |
|---|
| 52 | 51 | | 305.0053. |

| 53 | 52 | | SECTION 2. Subchapter A, Chapter 305, Government Code, is |
|---|
| 54 | 53 | | amended by adding Sections 305.0052 and 305.0053 to read as |
|---|
| 55 | 54 | | follows: |
|---|
| 56 | 55 | | Sec. 305.0052. SEXUAL HARASSMENT PREVENTION TRAINING. (a) |
|---|
| 57 | 56 | | Each individual required to register under this chapter shall |
|---|
| 58 | 57 | | attend a sexual harassment prevention training course every two |
|---|
| 59 | 58 | | years, as approved by the commission, and shall submit to the |
|---|
| 60 | 59 | | commission a certificate of completion of the course. |
|---|
| 61 | 60 | | (b) The certificate of completion must be in a form approved |
|---|
| 62 | 61 | | by the commission. |
|---|
| 63 | 62 | | (c) The commission shall adopt rules as necessary to |
|---|
| 64 | 63 | | implement this section. |
|---|
| 65 | 64 | | Sec. 305.0053. ETHICS TRAINING. (a) Each individual |
|---|
| 66 | 65 | | required to register under this chapter shall attend an ethics |
|---|
| 67 | 66 | | training course every two years, as approved by the commission, and |
|---|
| 68 | 67 | | shall submit to the commission a certificate of completion of the |
|---|
| 69 | 68 | | course. |
|---|
| 70 | 69 | | (b) The certificate of completion must be in a form approved |
|---|
| 71 | 70 | | by the commission. |
|---|
| 72 | 71 | | (c) The commission shall adopt rules as necessary to |
|---|
| 73 | 72 | | implement this section. |
|---|
| 74 | 73 | | SECTION 3. Not later than December 1, 2021, the Texas Ethics |
|---|
| 75 | 74 | | Commission shall adopt rules as required by Sections 305.0052 and |
|---|
| 76 | 75 | | 305.0053, Government Code, as added by this Act. |
|---|
| 77 | 76 | | SECTION 4. Section 305.005, Government Code, as amended by |
|---|
| 78 | 77 | | this Act, applies only to a registration required to be filed under |
|---|
| 79 | 78 | | that section on or after January 1, 2022. |
|---|
| 80 | 79 | | SECTION 5. This Act takes effect September 1, 2021. |
