4	8		AN ACT
5	9		relating to the inclusion of suicide prevention information on
6	10		certain student identification cards issued by a public school or
7	11		public institution of higher education.
8	12		BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
9	13		SECTION 1. Subchapter G, Chapter 38, Education Code, is
10	14		amended by adding Section 38.353 to read as follows:
11	15		Sec. 38.353. SUICIDE PREVENTION INFORMATION REQUIRED ON
12	16		CERTAIN STUDENT IDENTIFICATION CARDS. Each student identification
13	17		card issued by a public school to a student in grade six or higher:
14	18		(1) must have printed on the card the contact
15	19		information for:
16	20		(A) the National Suicide Prevention Lifeline;
17	21		and
18	22		(B) the Crisis Text Line; and
19	23		(2) may have printed on the card the contact
20	24		information for a local suicide prevention hotline, if available.
21	25		SECTION 2. Subchapter Z, Chapter 51, Education Code, is
22	26		amended by adding Section 51.91941 to read as follows:
23	27		Sec. 51.91941. SUICIDE PREVENTION INFORMATION REQUIRED ON
24	28		STUDENT IDENTIFICATION CARD. (a) In this section, "institution of
25	29		higher education" has the meaning assigned by Section 61.003.
26	30		(b) Each student identification card issued by an
27	31		institution of higher education:
28	32		(1) must have printed on the card the contact
29	33		information for:
30	34		(A) the National Suicide Prevention Lifeline;
31	35		and
32	36		(B) the Crisis Text Line; and
33	37		(2) may have printed on the card the contact
34	38		information for:
35	39		(A) the campus police department or security for
36	40		the campus at which the student to whom the card is issued regularly
37	41		attends classes or, if the campus does not have a campus police
38	42		department or security, a local nonemergency police contact;
39	43		(B) the campus health clinic for the campus at
40	44		which the student to whom the card is issued regularly attends
41	45		classes or, if the campus does not have a health clinic, a local
42	46		health clinic; and
43	47		(C) a local suicide prevention hotline, if
44	48		available.
45	49		SECTION 3. Sections 38.353 and 51.91941, Education Code, as
46	50		added by this Act, apply only to a student identification card
47	51		issued on or after the effective date of this Act.
48	52		SECTION 4. This Act takes effect immediately if it receives
49	53		a vote of two-thirds of all the members elected to each house, as
50	54		provided by Section 39, Article III, Texas Constitution. If this
51	55		Act does not receive the vote necessary for immediate effect, this
52	56		Act takes effect September 1, 2021.
