| 8 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 11 | | SECTION 1. Subchapter A, Chapter 302, Labor Code, is |
|---|
| 10 | 12 | | amended by adding Section 302.00341 to read as follows: |
|---|
| 11 | 13 | | Sec. 302.00341. GRANTS TO FACILITATE PARTICIPATION IN |
|---|
| 12 | 14 | | APPRENTICESHIP TRAINING PROGRAMS BY CERTAIN VETERANS AND MILITARY |
|---|
| 13 | 15 | | PERSONNEL. (a) In this section: |
|---|
| 14 | 16 | | (1) "Apprenticeship training program" has the meaning |
|---|
| 15 | 17 | | assigned by Section 133.001, Education Code. |
|---|
| 16 | 18 | | (2) "Nonprofit organization" means an organization |
|---|
| 17 | 19 | | exempt from federal income taxation under Section 501(a), Internal |
|---|
| 18 | 20 | | Revenue Code of 1986, as an organization described by Section |
|---|
| 19 | 21 | | 501(c)(3) of that code. |
|---|
| 20 | 22 | | (b) The commission shall develop and administer a program |
|---|
| 21 | 23 | | under which the commission may award grants to one or more nonprofit |
|---|
| 22 | 24 | | organizations that facilitate the participation in apprenticeship |
|---|
| 23 | 25 | | training programs of veterans and active duty military service |
|---|
| 24 | 26 | | members who are transitioning into civilian employment. |
|---|
| 25 | 27 | | (c) A grant awarded under this section may be used only to |
|---|
| 26 | 28 | | recruit or assist veterans or active duty military service members |
|---|
| 27 | 29 | | who are transitioning into civilian employment to participate in an |
|---|
| 28 | 30 | | apprenticeship training program in this state. |
|---|
| 29 | 31 | | (d) The commission shall adopt rules for the administration |
|---|
| 30 | 32 | | of this section, including rules for verifying that state funds |
|---|
| 31 | 33 | | awarded to a nonprofit organization under this section are being |
|---|
| 32 | 34 | | used appropriately. |
|---|
| 33 | 35 | | SECTION 2. As soon as practicable after the effective date |
|---|
| 34 | 36 | | of this Act, the Texas Workforce Commission shall adopt rules under |
|---|
| 35 | 37 | | Section 302.00341, Labor Code, as added by this Act. |
|---|
| 36 | 38 | | SECTION 3. The Texas Workforce Commission is required to |
|---|
| 37 | 39 | | implement this Act only if the legislature appropriates money |
|---|
| 38 | 40 | | specifically for that purpose. If the legislature does not |
|---|
| 39 | 41 | | appropriate money specifically for that purpose, the commission |
|---|
| 40 | 42 | | may, but is not required to, implement this Act using other |
|---|
| 41 | 43 | | appropriations available for that purpose. |
|---|
| 42 | 44 | | SECTION 4. This Act takes effect September 1, 2021. |
