46 AN ACT
57 relating to the award of grants by the Texas Workforce Commission to
68 facilitate the participation of certain veterans and military
79 personnel in apprenticeship training programs.
810 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
911 SECTION 1. Subchapter A, Chapter 302, Labor Code, is
1012 amended by adding Section 302.00341 to read as follows:
1113 Sec. 302.00341. GRANTS TO FACILITATE PARTICIPATION IN
1214 APPRENTICESHIP TRAINING PROGRAMS BY CERTAIN VETERANS AND MILITARY
1315 PERSONNEL. (a) In this section:
1416 (1) "Apprenticeship training program" has the meaning
1517 assigned by Section 133.001, Education Code.
1618 (2) "Nonprofit organization" means an organization
1719 exempt from federal income taxation under Section 501(a), Internal
1820 Revenue Code of 1986, as an organization described by Section
1921 501(c)(3) of that code.
2022 (b) The commission shall develop and administer a program
2123 under which the commission may award grants to one or more nonprofit
2224 organizations that facilitate the participation in apprenticeship
2325 training programs of veterans and active duty military service
2426 members who are transitioning into civilian employment.
2527 (c) A grant awarded under this section may be used only to
2628 recruit or assist veterans or active duty military service members
2729 who are transitioning into civilian employment to participate in an
2830 apprenticeship training program in this state.
2931 (d) The commission shall adopt rules for the administration
3032 of this section, including rules for verifying that state funds
3133 awarded to a nonprofit organization under this section are being
3234 used appropriately.
3335 SECTION 2. As soon as practicable after the effective date
3436 of this Act, the Texas Workforce Commission shall adopt rules under
3537 Section 302.00341, Labor Code, as added by this Act.
3638 SECTION 3. The Texas Workforce Commission is required to
3739 implement this Act only if the legislature appropriates money
3840 specifically for that purpose. If the legislature does not
3941 appropriate money specifically for that purpose, the commission
4042 may, but is not required to, implement this Act using other
4143 appropriations available for that purpose.
4244 SECTION 4. This Act takes effect September 1, 2021.
