RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS S.B. 791 amends the Transportation Code to require the Texas Department of Motor Vehicles to issue specialty license plates for persons who served on a submarine while in the U.S. Navy. The license plates must include the words "U.S. Navy Submarine Service" in red letters at the bottom of each plate and a depiction of the Submarine Warfare insignia on the left side of the plate. EFFECTIVE DATE September 1, 2021.
