4	6		AN ACT
5	7		relating to student success-based funding recommendations for
6	8		certain continuing workforce education courses offered by public
7	9		junior colleges.
8	10		BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
9	11		SECTION 1. Section 61.0593, Education Code, is amended by
10	12		adding Subsection (f-1) to read as follows:
11	13		(f-1) In making its recommendations under Subsection (f)
12	14		relating to institutional appropriations of incentive funds for
13	15		public junior colleges based on achievement on student success
14		-	measures, the board, in the manner and to the extent the board
15		-	considers appropriate and in consultation with those colleges,
16		-	shall incorporate the consideration of student success measures,
17		-	and include appropriate funding recommendations based on those
18		-	success measures, achieved in qualified continuing workforce
19		-	education courses offered by those colleges for which credit toward
20		-	a certificate or associate's degree is not awarded. For purposes of
21		-	this subsection, a continuing workforce education course is
22		-	considered qualified if the course is consistent with the role and
23		-	mission of a public junior college and is designed to prepare
24		-	students with skills necessary to attain external workforce
	16	+	measures, the board shall incorporate the consideration of student
	17	+	success measures, and include appropriate funding recommendations
	18	+	based on those success measures, achieved in qualified continuing
	19	+	workforce education courses offered by those colleges for which
	20	+	credit toward a certificate or associate's degree is not awarded.
	21	+	For purposes of this subsection, a continuing workforce education
	22	+	course is considered qualified if the course is consistent with the
	23	+	role and mission of a public junior college and is designed to
	24	+	prepare students with skills necessary to attain external workforce
25	25		credentials, including a certification or license, or employment in
26	26		a specific high-demand occupation, regardless of whether the course
27	27		is part of a recognized sequence of courses that requires a specific
28	28		number of contact hours.
29	29		SECTION 2. This Act takes effect September 1, 2021.
