44 SENATE CONCURRENT RESOLUTION
55 WHEREAS, The untimely death of noted attorney and admired
66 civic leader Clyde Moody Siebman on March 4, 2021, at the age of 62,
77 brought a great loss to his family, his friends, and the legal
88 community in Texas and beyond; and
99 WHEREAS, Born in Sherman on November 26, 1958, to Newell and
1010 Carol Siebman, Clyde Siebman grew up in Pottsboro and Plano with the
1111 companionship of his beloved sister, Annette, and numerous dear
1212 cousins; he received a dual bachelor's degree in business
1313 administration and psychology at Southern Methodist University,
1414 and while completing his juris doctor degree at SMU Dedman School of
1515 Law, he met his future wife, Carol Ann Mumm; they became the proud
1616 parents of a daughter, Elizabeth, and they were eventually blessed
1717 with a granddaughter, Kendall; and
1818 WHEREAS, Mr. Siebman began his career as a law clerk for U.S.
1919 District Judge Paul Brown, inaugural judge of the Eastern District
2020 of Texas; in 1991, he became a founding partner of Siebman, Forrest,
2121 Burg, & Smith, known as Siebman & Siebman during the years he
2222 practiced with his wife, before she joined the judiciary; today,
2323 the firm has offices in Sherman and four other cities, and the legal
2424 team includes his daughter, Elizabeth Siebman Forrest, a named
2525 partner, and his niece, Becca Skupin, an associate; and
2626 WHEREAS, A national expert in intellectual property law,
2727 Mr. Siebman began handling such cases even before the Eastern
2828 District became a preferred venue for patent litigation; he was
2929 heavily involved in the New York Intellectual Property Law
3030 Association, the Leahy Institute of Advanced Patent Studies, and
3131 the Sedona Conference; moreover, he was frequently called upon to
3232 moderate judicial panels and appear at legal conferences across the
3333 country; he also visited Chinese universities with a delegation of
3434 attorneys and judges and lectured on U.S. trial practices; among
3535 myriad accolades, he was recognized by The Best Lawyers in America
3636 as 2018 Dallas/Fort Worth Lawyer of the Year for Patent Litigation
3737 and 2020 Dallas/Fort Worth Lawyer of the Year for Copyright
3838 Litigation; and
3939 WHEREAS, Mr. Siebman regularly represented clients in
4040 complex commercial litigation in the Fifth U.S. Circuit Court of
4141 Appeals, as well as other venues, and he served his profession in
4242 numerous leadership roles; committed to innovation, he chaired the
4343 advisory board of the Institute for Law and Technology and served as
4444 an ex officio member of the board; he worked tirelessly in behalf of
4545 his colleagues in East Texas, founding the district's bar
4646 association and serving as its president; moreover, he was the
4747 driving force behind the association's Bench-Bar Conference of the
4848 Eastern District of Texas, one of the nation's foremost legal
4949 programs, and served as chair for a quarter century; he made further
5050 contributions as a member of several Eastern District committees
5151 and the State Bar of Texas Board of Directors; and
5252 WHEREAS, Highly engaged in civic life, Mr. Siebman served as
5353 Republican Party chair in Grayson County and as a member of the
5454 State Republican Executive Committee; he energetically supported
5555 GOP candidates at all levels and was instrumental in the ascendance
5656 of the Republican Party in the county and the state; nevertheless,
5757 he was happy to reach across the aisle in the public interest, and
5858 he received plaudits in the Eastern District for his work with a
5959 prominent local Democrat to fill vacant federal judgeships; in
6060 2000, he was a member of the Presidential Electoral College; and
6161 WHEREAS, Mr. Siebman served on the Red River Boundary
6262 Commission and played a key role in resolving a dispute between
6363 Texas and Oklahoma dating back to the Louisiana Purchase; as
6464 conservator of the Riverbend Water Resource District, he helped
6565 settle a decades-long legal battle over water issues in East Texas
6666 and Southwest Arkansas, and he was appointed in 2017 to the Red
6767 River Interstate Compact Commission; he also served as chair of the
6868 North Texas Regional Airport Board and of the Grayson County
6969 Regional Mobility Authority; and
7070 WHEREAS, Clyde Siebman made a tremendous positive impact
7171 through his professional and civic contributions, earning the high
7272 esteem of all who knew him, but he will be remembered equally for
7373 his warmth, integrity, and kindness; now, therefore, be it
7474 RESOLVED, That the 87th Legislature of the State of Texas
7575 hereby pay tribute to the life of Clyde Moody Siebman and extend
7676 sincere condolences to his loved ones; and, be it further
7777 RESOLVED, That an official copy of this resolution be
7878 prepared for his family and that when the Texas House of
7979 Representatives and Senate adjourn this day, they do so in memory of
8080 Clyde Moody Siebman.
