44 Hilary Brumley Doran Jr.
55 WHEREAS, The Senate of the State of Texas honors and
66 commemorates the life of Hilary Brumley Doran Jr., who died
77 December 21, 2019, at the age of 83; and
88 WHEREAS, Hilary Doran was born on August 16, 1936, in Del
99 Rio; he grew up in Del Rio and on his family's ranch in Edwards
1010 County, and he graduated from Del Rio High School in 1954; he
1111 earned a degree from Southwest Texas State University and served
1212 with distinction in the United States Air Force; after his
1313 military service, he graduated from The University of Texas
1414 School of Law and returned to Del Rio, where he was a founding
1515 partner of the law firm of Doran, Gulley, and Etzel; and
1616 WHEREAS, He was elected to represent Del Rio and Val Verde
1717 County in the Texas House of Representatives, where he served
1818 from 1967 to 1975 and was a member of numerous committees,
1919 including the House Appropriations Committee; and
2020 WHEREAS, He served as an executive assistant from 1981 to
2121 1983 for Governor Bill Clements, who appointed him to the board
2222 of regents of The University of Texas at Austin; when Governor
2323 Clements returned as governor in 1987, Mr. Doran was named chief
2424 of staff, an office he held for a year; the governor then
2525 appointed him chairman of the Texas Racing Commission, a position
2626 in which he served until 1991; and
2727 WHEREAS, Hilary was blessed with a wonderful family; his
2828 wife, Julia Doran; his sons, H. B. Doran III, David Doran, and
2929 Gregory Doran; his stepdaughter, Kathy Keller; and his grandson,
3030 Ryan Doran, were a source of much pride and joy for him; and
3131 WHEREAS, A man of courage, generosity, and integrity, he
3232 was a dedicated public servant, and he leaves behind memories
3333 that will be cherished forever by his family and many friends;
3434 now, therefore, be it
3535 RESOLVED, That the Senate of the State of Texas, 87th
3636 Legislature, hereby extend sincere condolences to the family of
3737 Hilary Brumley Doran Jr.; and, be it further
3838 RESOLVED, That a copy of this Resolution be prepared for
3939 his family as an expression of deepest sympathy from the Texas
4040 Senate and that when the Senate adjourns this day, it do so in
4141 memory of Hilary Doran.
