 SENATE RESOLUTION
 BE IT RESOLVED by the Senate of the State of Texas, 87th
 Legislature, Regular Session 2021, That Senate Rule 12.03 be
 suspended in part as provided by Senate Rule 12.08 to enable the
 conference committee appointed to resolve the differences on
 Senate Bill 1281 (a reliability assessment of the ERCOT power
 grid and certificates of public convenience and necessity for
 certain transmission projects) to consider and take action on the
 following matter:
 Senate Rules 12.03(1) and (3) are suspended to permit the
 committee to change, alter, or amend text which is not in
 disagreement and add text on a matter which is not in
 disagreement in proposed SECTION 1 of the bill by adding Sections
 37.052(c)(1)(A) and (B), Utilities Code, to read as follows:
 (1)  the transmission line does not exceed:
 (A)  three miles in length, if the line
 connects to a load-serving substation or metering point; or
 (B)  two miles in length, if the line connects
 to a generation substation or metering point;
 Explanation: The change is necessary to distinguish that
 an electric transmission line to which Subsection 37.056(c),
 Utilities Code, as added by this bill, applies must measure three
 miles or less for a load-serving electric transmission line and
 two miles or less for an electric transmission line that connects
 to power generation.
