10 | 11 | | WHEREAS, According to a survey published by the Centers for |

11 | 12 | | Disease Control and Prevention, one in every four women and one in |

12 | 13 | | every nine men have experienced some form of severe domestic |
---|
13 | 14 | | violence, including physical violence, sexual violence, or |
---|
14 | 15 | | stalking, and such incidents account for 15 percent of all violent |
---|
15 | 16 | | crime; moreover, domestic violence is linked to higher rates of |
---|
16 | 17 | | depression and suicidal behavior; and |
---|
17 | 18 | | WHEREAS, Domestic abuse can go beyond physical assault to |
---|
18 | 19 | | encompass psychological, emotional, and sexual abuse; the CDC |
---|
19 | 20 | | survey found that nearly half of all adults in the United States |
---|
20 | 21 | | have experienced psychologically aggressive behavior by an |
---|
21 | 22 | | intimate partner, and abusive and controlling behaviors often |
---|
22 | 23 | | escalate over time; and |
---|
23 | 24 | | WHEREAS, The effort to focus greater public attention on this |
---|
24 | 25 | | urgent health care issue has extended over several decades; the |
---|
25 | 26 | | National Coalition Against Domestic Violence held the initial Day |
---|
26 | 27 | | of Unity observance in October 1981, and the scope of the event |
---|
27 | 28 | | expanded in the years that followed; Domestic Violence Awareness |
---|
28 | 29 | | Month was first recognized in October 1987, and that same year the |
---|
29 | 30 | | first national toll-free hotline for victims of domestic violence |
---|
30 | 31 | | was established; Congress officially designated the month in 1989; |
---|
31 | 32 | | and |

32 | 33 | | WHEREAS, These observances help to unite advocates in their |
---|
33 | 34 | | efforts to end domestic violence and to educate the public and |
---|
34 | 35 | | policymakers about its prevalence and its devastating impact; |

35 | 36 | | perhaps most importantly, the events serve as a means to tell the |
---|
36 | 37 | | stories of those who have experienced abuse, to share the inspiring |
---|
37 | 38 | | narratives of survivors, and to provide support to those who are in |
---|
38 | 39 | | the process of healing; now, therefore, be it |

39 | 40 | | RESOLVED, That the 87th Legislature of the State of Texas, |

40 | 41 | | 3rd Called Session, hereby designate the third Monday in October as |

41 | 42 | | Domestic Violence Survivors' Day; and, be it further |

42 | 43 | | RESOLVED, That, in accordance with the provisions of Section |
