77 AN ACT
88 relating to county jailer training on interacting with veterans in
99 the criminal justice system.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Subchapter F, Chapter 1701, Occupations Code, is
1212 amended by adding Section 1701.272 to read as follows:
1313 Sec. 1701.272. TRAINING PROGRAM RELATING TO COUNTY JAILER
1414 INTERACTIONS WITH VETERANS. The commission shall, in consultation
1515 with the Texas Veterans Commission, develop a training program for
1616 county jailers on interacting with veterans in the criminal justice
1717 system.
1818 SECTION 2. Section 1701.310(a), Occupations Code, is
1919 amended to read as follows:
2020 (a) Except as provided by Subsection (e), a person may not
2121 be appointed as a county jailer, except on a temporary basis, unless
2222 the person has satisfactorily completed a preparatory training
2323 program, as required by the commission, in the operation of a county
2424 jail at a school operated or licensed by the commission. The
2525 training program must:
2626 (1) consist of at least eight hours of mental health
2727 training approved by the commission and the Commission on Jail
2828 Standards; and
2929 (2) include the training program developed under
3030 Section 1701.272.
3131 SECTION 3. (a) The change in law made by this Act applies to
3232 a county jailer licensed under Chapter 1701, Occupations Code,
3333 regardless of whether the license was issued before, on, or after
3434 the effective date of this Act.
3535 (b) A county jailer who, on the effective date of this Act,
3636 holds a county jailer license shall complete the training program
3737 described by Section 1701.272, Occupations Code, as added by this
3838 Act, not later than August 31, 2025.
3939 SECTION 4. This Act takes effect September 1, 2023.
