| 13 | 13 | | relating to the applicability of the law governing the provision of |

| 14 | 14 | | state aid to certain local governments disproportionately affected |
|---|
| 15 | 15 | | by the granting of ad valorem tax relief to disabled veterans. |

| 16 | 16 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 17 | 17 | | SECTION 1. Section 140.011(a)(2), Local Government Code, is |
|---|
| 18 | 18 | | amended to read as follows: |
|---|
| 19 | 19 | | (2) "Local government" means: |
|---|
| 20 | 20 | | (A) a municipality adjacent to a United States |
|---|
| 21 | 21 | | military installation; [and] |
|---|
| 22 | 22 | | (B) a county in which a United States military |
|---|
| 23 | 23 | | installation is wholly or partly located; and |
|---|
| 24 | 24 | | (C) a municipality located in a county that: |
|---|
| 25 | 25 | | (i) is described by Paragraph (B); and |
|---|
| 26 | 26 | | (ii) has a population of: |
|---|
| 27 | 27 | | (a) more than 370,000 but not more |
|---|
| 28 | 28 | | than 380,000; or |
|---|
| 29 | 29 | | (b) more than 83,000 but not more than |
|---|
| 30 | 30 | | 84,000. |

| 31 | 31 | | SECTION 2. Section 140.011, Local Government Code, as |
|---|
| 32 | 32 | | amended by this Act, applies to the eligibility of a local |
|---|
| 33 | 33 | | government to apply for a disabled veteran assistance payment |
|---|
| 34 | 34 | | beginning with the fiscal year of the local government that ends in |
|---|
| 35 | 35 | | the 2023 tax year. |
|---|
| 36 | 36 | | SECTION 3. This Act takes effect September 1, 2023. |
